Regular City Council Meeting <br /> Monday, October 9, 2017 <br /> Page 3 <br /> In addition to the Councilmembers, City Manager Trudgeon, City Attorney <br /> Gaughan, Community Development Director Kari Collins, and Attorney Paul <br /> Reuvers were also present. <br /> RECONVENE OPEN SESSION <br /> At approximately 6:56 p.m., McGehee moved, Etten seconded, adjourning the <br /> Closed Executive Session and reconvening in Open Session. <br /> Roll Call <br /> Ayes: Laliberte, McGehee, Willmus, Etten and Roe. <br /> Nays: None. <br /> Summary of Discussion in Closed Session <br /> Mayor Roe briefly summarized the purpose of the closed session advising that <br /> staff had been directed by the City Council as to how to proceed. <br /> b. Public Hearing for Wheeler Traffic Management Program Project to be As- <br /> sessed in 2017 <br /> Assistant Public Works Director Jesse Freihammer provided a brief summary of <br /> the project, as detailed in the RCA of today's date. <br /> At the request of Mayor Roe, Mr. Freihammer reviewed requirements for initiat- <br /> ing the project and percentage of properties affirmatively seeking the improve- <br /> ments, and in this case the 91% of affirmative votes of all properties had well ex- <br /> ceeded that requirement. <br /> Mayor Roe noted that this was the first such project under the city's new Traffic <br /> Management Program. <br /> Mayor Roe and City Manager Trudgeon reviewed the procedure and purpose of <br /> the hearing, as well as the published and mailed notification process. <br /> Mayor Roe reviewed protocol and opened the public hearing at approximately <br /> 7:07 p.m. <br /> Public Comment <br /> Written comments via email dated October 9, 2017 were received from Judith <br /> Palke (PID 42923120056) on her behalf as well as her neighbor Juanita Grillz, <br /> both in opposition and objecting to the closure of Wheeler Street, asking the City <br /> Council to rescind the assessment. <br /> Annette Phillips, 3084 Shorewood Lane <br /> Ms. Phillips thanked the city for pursuing this closure project, opining it had pro- <br /> vided great benefit to the neighborhood. However, Ms. Phillips noted that the <br /> original plans for street closure showed more landscaping so it would be visually <br /> apparent to vehicular traffic that the road was now closed. Ms. Phillips advised <br /> that the landscaping currently consists of a rain garden and sidewalk, and a small <br /> reflective sign; and asked the city to provide more landscaping with larger trees or <br />
