Ms. <br /> Phillips noted that posts had been installed on the sidewalk side, but cars had been <br /> driving through yet. Overall, Ms. Phillips stated that she was very supportive of <br /> the closure. <br /> Mayor Roe closed the public hearing at approximately 7:10 p.m., with no else ap- <br /> pearing for or against. <br /> Etten moved, McGehee seconded, adoption of Resolution No. 11457 (Attachment <br /> A) entitled, "Resolution Adopting and Confirming 2017 Assessments for Wheeler <br /> Traffic Management Program Project" as presented. <br /> Councilmember McGehee commended staff for bringing this project together, <br /> opining that the closure looked nice and the process appeared to have worked <br /> well, and was well-done and well-managed. Councilmember McGehee expressed <br /> her confidence that the Public Works staff would address the landscaping con- <br /> cerns brought forward by Ms. Phillips. <br /> Mayor Roe thanked city staff and the neighborhood for following and testing out <br /> this new Traffic Management Program process, providing a good road map going <br /> forward for other traffic management efforts. <br /> Councilmember Laliberte suggested that city staff reach back out to those ex- <br /> pressing opposition to the project, providing information to them on how to pur- <br /> sue hardship options for property tax assessments if applicable. <br /> Mayor Roe noted that with approval of this resolution, it would prompt the 30-day <br /> prepayment period for those assessments. <br /> Roll Call <br /> Ayes: Laliberte, McGehee, Willmus, Etten and Roe. <br /> Nays: None. <br /> C. Public Hearing for South Lake Owasso Drainage Improvement Project to be <br /> Assessed in 2017 <br /> Assistant Public Works Director Jesse Freihammer provided a brief summary of <br /> the project, as detailed in the RCA of today's date. <br /> Mayor Roe and City Manager Trudgeon reviewed the procedure and purpose of <br /> the hearing, as well as the published and mailed notification process. <br /> Mayor Roe opened and closed the public hearing at approximately 7:17 p.m.; with <br /> no one appearing for or against. <br />
