Regular City Council Meeting <br /> Monday, October 9, 2017 <br /> Page 5 <br /> McGehee moved, Etten seconded, adoption of Resolution No. 11458 (Attachment <br /> A) entitled, "Resolution Adopting and Confirming 2017 Assessments for South <br /> Lake Owasso Drainage Improvement Project." <br /> Councilmember McGehee again thanked city staff and residents, noting that this <br /> was the first major use of permeable pavers in the city, and if proven effective <br /> over time, would bode well for the community. <br /> Mayor Roe agreed that he had observed that it was a good looking installation and <br /> major improvement from the neighborhood's past drainage situation. <br /> Roll Call <br /> Ayes: Laliberte, McGehee, Willmus, Etten and Roe. <br /> Nays: None. <br /> d. Consider Approving Cable Television Franchise Ordinance and Agreement <br /> with Comcast <br /> Mayor Roe recognized Attorney Michael Bradley, legal counsel for the North <br /> Suburban Communications Commission (NSCC) who had negotiated on behalf of <br /> member participants, as detailed in the RCA and attachments. <br /> Mr. Bradley summarized the cable franchise renewal agreement and thanked <br /> Mayor Roe for his leadership in serving on the NSCC Board. Mr. Bradley also <br /> thanked the City of Roseville' Information Technology Manager, Terre Heiser, <br /> for resolving networking provisions in the agreement, and recognized NSCC Ex- <br /> ecutive Director Cor Wilson for her participation and leadership. <br /> In reviewing the renewal agreement, Mr. Bradley highlighted some of the key el- <br /> ements for this ten year versus fifteen year agreement, noting that it incorporated <br /> several settlement terms that had been entered into over the last 5-6 years and <br /> proven to serve the member cities and Comcast well. Mr. Bradley reported that <br /> the franchise fee would remain at 5% of gross revenues made within each mem- <br /> ber community; with former grant funding awarded annually to the North Subur- <br /> ban Access Corporation (NSAC) now replaced by a 3% gross revenue fee. Mr. <br /> Bradley further reported that cable subscribers would see a reduction in the Pub- <br /> lic, Education and Government (PEG) fees shown on individual bills; and noted <br /> that the agreement between Comcast and the Commission would allow that fund- <br /> ing to be used for both NSAC capital and operating needs. <br /> Mr. Bradley advised that there would be eight cable access channels available to <br /> all subscribers no matter the tier they subscribed to; with a universal tier of lim- <br /> ited use negotiated out of the current agreement. One of the new provisions with <br /> new access channels reported by Mr. Bradley was for Comcast to provide an elec- <br /> tronic programming guide as a complimentary supplement to broadcast services <br /> for member cities and agencies. <br />
