"An Ordinance granting a Franchise to Comcast of Minnesota, Inc., d/b/a Comcast to Construct, Operate and Maintain a Cable Communications Sys- tem in the City of Roseville; Setting Forth Conditions Accompanying the Grant of the Franchise; Providing for regulation and Use of the System and the Public Rights-of-Way in Conjunction with the City's Right-of-Way Ordinance, if any, and Prescribing Penalties for the Violation of the Provisions Herein;" and approv- al of the Side Letter as presented (Attachment B); as amended with address cor- rection. Due to a scheduling conflict and his need to leave tonight's meeting before adjournment, Councilmember Willmus asked that Item f be moved forward before Item e; and without objection, Mayor Roe amended the order of business accordingly. L Consider Finance Commission review of City Operations City Manager Trudgeon provided a brief summary of staff s request for City Council direction to the Finance Commission in reviewing city operations (e.g. License Center and Information Technology functions), as detailed in the RCA. Councilmember Willmus advised that he had requested a delay in providing this direction at a previous meeting to allow Councilmember Etten to participate in that discussion.
