Regular City Council Meeting <br /> Monday, October 9, 2017 <br /> Page 8 <br /> Willmus moved, Laliberte seconded, directing the Finance Commission to work <br /> with City Finance Department staff to review operations within the License Cen- <br /> ter and Information Technology function of the city at a broader level to garner a <br /> better understanding of those operations and how they're conducted; and to re- <br /> view and recommend any best practices that may improve functions in either of <br /> those areas. <br /> As she shared during the last discussion of this issue, Councilmember Laliberte <br /> noted that many other advisory commissions had an opportunity to work with <br /> staff and look at various aspects of city operations; opining that these two func- <br /> tions should also be similarly analyzed. <br /> Councilmember McGehee spoke in opposition to the motion , opining that it <br /> would take staff time and also that she didn't feel it was part of the Finance <br /> Commission's charge to perform this analysis, nor had she intended to provide <br /> such a charge to the Finance Commission when she approved its creation. She <br /> felt the Commission whould remain continually busy with its other significant <br /> charges to be addressed. Councilmember McGehee opined that the License Cen- <br /> ter is largely governed by State Statute, with many moving parts, and had proven <br /> successful in its operation and continued to provide additional revenue to the <br /> City's General Fund. Also, Councilmember McGehee also opined that the IT <br /> function was not under the City of Roseville Finance Commission's purview <br /> since it served forty-one separate entities as a cooperative consortium completely <br /> outside Roseville operations. Councilmember McGehee opined that to analyze its <br /> operations would be an overreach of the Roseville City Council since the INET <br /> consortium continued to serve the city well in reducing its own local IT costs. <br /> As alluded to by City Manager Trudgeon in his opening remarks in seeking City <br /> Council direction on specific tasking to the Finance Commission, Councilmember <br /> Etten asked Councilmember Willmus to expound on what he was seeking: a more <br /> robust finance situation for those city functions or an analysis of each of their op- <br /> erations and work flow. <br /> In response, Councilmember Willmus clarified that he wasn't looking for that mi- <br /> cro-level of operations, but was looking at the broader financial picture of those <br /> functions and how they tied back in with other city functions. Councilmember <br /> Willmus opined that it would still help to have more eyes looking at those pro- <br /> cesses and report back to the City Council on the conduct of those operations and <br /> their benefit to the city. <br /> Councilmember Etten questioned Councilmember Willmus, as brought up by one <br /> Finance Commissioner at their previous joint meeting with the City Council, <br /> where the city's oversight would come into play. <br /> In response, Councilmember Willmus clarified that his intent was not for an over- <br /> sight role by the Finance Commission, but more of an understanding and report- <br />
