Regular City Council Meeting <br /> Monday, October 16, 2017 <br /> Page 7 <br /> Mayor Roe noted that even with a strategic plan, there would still be some reactionary is- <br /> sues that may become part of the HRIEC's annual work plan as well. <br /> City Manager Trudgeon recognized the preference for a separate joint meeting at some <br /> point in the future specific to the HRIEC and overall city goals and active pieces already <br /> in place, needed or desired. However, Mr. Trudgeon noted that this addressed the broad- <br /> er goal in addressing that diversity and equity, with those goals not yet written down. <br /> Councilmember Laliberte stated her appreciation of this discussion and in agreement. <br /> However, Councilmember Laliberte noted that she had raised similar concerns over the <br /> last month or two at the City Council level when formal action had been taken without <br /> benefit of a recommendation from the HRIEC. Councilmember Laliberte stated that she <br /> was supportive of the actions taken, but was concerned with the need to meet with the <br /> HRIEC to hear their 2018 work plan and acknowledge their priorities before prioritizing <br /> additional things that may be too many or too big to accomplish in a timely manner. <br /> Mayor Roe suggested that be part of the upcoming joint discussion with the HRIEC and <br /> determine how best to work together on that, and whether they already have an element <br /> of this in their 2018 work plan or if it could be worked into it. Mayor Roe suggested that <br /> this joint meeting may be at the start of the process or provide an opportunity for the <br /> HRIEC to talk about more global, citywide issues and flesh out some statements already <br /> out there and stated objectives that have been put into place in order for them to evolve in <br /> to a more systemized product. Mayor Roe agreed that it could be a major undertaking, <br /> but stated his interest in deferring to some extent to the HRIEC for their recommenda- <br /> tions to the City Council. Mayor Roe noted the value of being informed through other <br /> processes and having those discussions to garner other perspectives, and allowing time to <br /> discuss them. <br /> Related to other equity and diversity issues before the community, Mayor Roe clarified <br /> that part of that was to have conversations about the process itself various roles and levels <br /> of participation as part of that process (e.g. City Council and advisory commission roles). <br /> From his personal perspective on past actions to-date specific to equity and diversity in <br /> the community, Mayor Roe opined that he found decisions made to-date by the City <br /> Council to be appropriate at that time. Mayor Roe noted that this didn't mean that every- <br /> one's level of expectation was the same in either case, but opined that the onus for the <br /> City Council was to communicate better and develop a better working relationship with <br /> advisory commissions. Therefore, since that had been a topic of the last meeting of the <br /> HRIEC, Mayor Roe opined that everyone was well aware of the process needed for that <br /> interaction and the conversations needed. <br /> Councilmember McGehee clarified that she wasn't proposing an immediate turnaround <br /> by the HRIEC, but since only two, not three, members of the City Council were actively <br /> involved with the HRIEC, there were things that were not being brought back for the en- <br /> tire City Council's review. Personally, Councilmember McGehee opined that getting this <br /> process understood and how to coordinate the comprehensive plan update, GARE, Imag- <br />
