Regular City Council Meeting <br /> Monday,November 27, 2017 <br /> Page 10 <br /> that when reviewing the interests of Ramsey County and the City of Roseville <br /> (e.g. housing as an option in that area), these uses don't belong in the of- <br /> fice/business park, while she would agree that they would prove less of a problem <br /> in an industrial area. Councilmember McGehee referenced previous discussions <br /> about distribution, size of delivery vans, and the number of trips per day for adja- <br /> cent properties, opining that there was no reason to expand that use unless the in- <br /> tent was to make a new classification of light industrial. <br /> Mayor Roe clarified that the office/business park designation was intended as an <br /> in-between zone that accommodated a lot of different uses. <br /> Councilmember McGehee clarified that she was saying that she was not interested <br /> in contractor yards as part of that designation. <br /> Mayor Roe noted that contractor yards are not currently permitted in of- <br /> fice/business park, as indicated on Table 1006-1, with the proposed change being <br /> proposed as conditional, with City Council discretion in the future on those par- <br /> ticular uses that would serve to protect those sites. <br /> Councilmember Etten stated his interest in separate designations: such as of- <br /> fice/business park-2 allowing for some of those uses. Councilmember Etten <br /> opined that it may make some things less desirable,but he didn't want to create an <br /> entire new designation, but simply to designate 1 and 2 for office/business park, <br /> including those other areas throughout Roseville (e.g. along Highway 36 and sites <br /> on the other side of I-35W) that may solve some current issues and uses. Coun- <br /> cilmember Etten noted that in this spot with railroad tracks along County Road C <br /> and the area to the east, it created difficulty for some uses and therefore, this des- <br /> ignation as officeibusiness park-2 may support certain uses in that area. <br /> Mayor Roe noted the current tension and different perspectives between wanting <br /> the area south of County Road C and between Cleveland and Fairview Avenues <br /> more for office uses and less like contractor yards by allowing other uses in that <br /> area, but limiting them in other areas. Mayor Roe suggested the conditional as- <br /> pect may provide sufficient council discretion, unless specific requirements of <br /> standards in the zoning code are clear, allowing for that discretion on a case-by- <br /> case basis by the council. <br /> Councilmember Laliberte stated that she had not been aware of the potential for <br /> other iterations (e.g. office/business park-2) other than what staff had presented. <br /> Councilmember Laliberte opined that more clarity was needed, and expressed ap- <br /> preciation for staff working with the Planning Commission to develop this rec- <br /> ommendation. However, agreeing with her colleagues, Councilmember Laliberte <br /> stated her interest to retain office/business park as is, and contractor yards not <br /> permitted uses; with more discussion about office/warehousing definitions out- <br /> lined. <br />
