Regular City Council Meeting <br /> Monday,November 27, 2017 <br /> Page 9 <br /> sion and the other for distribution with more traffic; and Contractor Yard being <br /> divided into two categories: one with limited or less intensive smaller equipment <br /> storage, and the other not limited in that way, some of those current uses not hav- <br /> ing changed since the mid-2000's. Mayor Roe noted the Planning Commission <br /> recommendation that some of those uses be considered conditionally. <br /> Councilmember Willmus thanked staff for their presentation and for providing the <br /> Planning Commission meeting minutes. Councilmember Willmus referenced a <br /> conversation held between him and City Manager Trudgeon earlier today, where <br /> he shared his concerns with the southern boundary of Highway 36, expressing ap- <br /> preciation that the more localized boundary of Oakcrest had been identified for <br /> the south. Councilmember Willmus stated that he didn't have a lot of concern <br /> with the proposed changes for this geographic area for light industrial or of- <br /> fice/showroom designation. However, Councilmember Willmus stated that he did <br /> have concerns for other areas where this modification may occur currently zoned <br /> office/business park (e.g. Centre Pointe). Therefore, Councilmember Willmus <br /> stated his preference for more unique classification for this geographic area rather <br /> than potentially on a broader scale involving those other areas. In summary, <br /> Councilmember Willmus stated his general support, as long as the modifications <br /> were unique to this area versus expanding them elsewhere. <br /> Mayor Roe clarified that the warehousing/distribution designation had been in <br /> place since 2010, with other uses considered conditionally; resulting in a lot of <br /> what is currently being proposed would not change what has actually been in ef- <br /> fect, with PUD's covering some of Councilmember Willmus' greater levels of <br /> concern. If those areas of concern were retained as conditional, Mayor Roe <br /> opined that from an aspirational point, some existing light industrial uses would <br /> not be allowed in office/business park designations. Mayor Roe noted that the <br /> City Council had recently directed staff to return with PUD revisions to address <br /> those concerns. <br /> Councilmember Willmus noted that he did recognize the PUD limitations at Cen- <br /> tre Pointe. However, Councilmember Willmus noted the concerns raised by <br /> Planning Commissioner Kimble that essentially provided the background of his <br /> concerns. <br /> Councilmember McGehee agreed with Councilmember Willmus' viewpoint on <br /> this and stated that she was not a fan of outdoor storage or contractor yards in <br /> general as they take up space that could turn into job-generating uses instead as <br /> well as always creating issues with screening and other conditions. Councilmem- <br /> ber McGehee noted the city's interest in developing the area across County Road <br /> C as per past discussions, including this site; causing her to question if outdoor <br /> storage and/or contractor yards would prove beneficial as a permitted or condi- <br /> tional use, suggesting other areas in the city that may be more appropriate (e.g. by <br /> rail road yards on the west side of the city).
