Regular City Council Meeting <br /> Monday,November 27, 2017 <br /> Page 24 <br /> Mayor Roe concurred, suggesting that the PWETC consider conceptual cost esti- <br /> mates for different solutions at those three crossing points or other amenities to <br /> make pedestrian crossing safer and better, for further city consideration, but not as <br /> part of the state bonding bill at this time. <br /> Regulatory <br /> Massage Therapists(pages 4—7) <br /> Councilmember Laliberte stated that she was very supportive of this, noting that <br /> there were many complaints that didn't even reach the level of police department <br /> reporting. <br /> Taproom and Cocktail Room(,pages 8 — 10) <br /> Councilmember McGehee opined that this already had good advocacy and pre- <br /> ferred emphasis on the other three items listed in this category. <br /> Councilmember Willmus stated his support for all four items. <br /> Mayor Roe noted that the existing taproom legislation seemed unduly burden- <br /> some, it also had a small business aspect. Therefore, Mayor Roe suggested it be <br /> added to the narrative that input be sought from area chambers of commerce. <br /> Councilmember Laliberte clarified that she was considering the focus of energy <br /> with these items, and when not going before the legislature for money, she didn't <br /> feel that the city had to limit issues in a regulatory capacity. Therefore, Coun- <br /> cilmember Laliberte stated her support for all four items in this category. Coun- <br /> cilmember Laliberte reported that state legislators had recently toured Bent <br /> Brewstillery, including Representative Becker-Finn, at which time they had asked <br /> for a resolution of support from local municipalities related to the taproom issue. <br /> Councilmember Etten stated his support of the Taproom resolution; and broadly <br /> supported all four in consideration of small businesses and their positive aspect <br /> for Roseville in having taprooms. <br /> Municipal Hotel Licensing(pages 11-12) <br /> Mayor Roe noted that hotel licensing was a global interest, and referenced a <br /> community health board. Mayor Roe clarified that this was not specific to Rose- <br /> ville, and questioned what it was referencing. For the record, Mayor Roe stated <br /> that the construction of the legislation should not involve Roseville getting in to <br /> the business of regulating health, suggesting that was more appropriate to Ramsey <br /> County as the enforcing agency. <br /> City Manager Trudgeon clarified that the proposed legislation would remove that <br /> provision, even though current wording was confusing. <br />
