Regular City Council Meeting <br /> Monday,November 27, 2017 <br /> Page 26 <br /> Councilmember Laliberte suggested specific language to assist Mr. Mansky and <br /> reduce city staffing costs. <br /> Ms. Olson advised that the League of Minnesota Cities and Metro Cities had an <br /> improved absentee voting process as part of their 2018 legislative policies, with <br /> draft language forthcoming but not necessarily in the form of language for a bill at <br /> this point. <br /> Councilmember Laliberte asked to see that language at staff's earliest conven- <br /> ience. <br /> City Manager Trudgeon advised that, when staff brings these priorities back for <br /> final City Council adoption, specific language would be part of that presentation. <br /> Mayor Roe opined that the process was made more cumbersome by calling it "ab- <br /> sentee balloting" versus "early voting" and suggested streamlining it by calling it <br /> such. <br /> Councilmember Laliberte opined that language mattered a lot, and questioned if <br /> "early voting" applied nationwide. <br /> Fund DEED Redevelopment Grant Program and the Demolition Loan Program <br /> (page 33 <br /> Community Development Director Kari Collins reported that she was not aware <br /> of other communities advocating for DEED program dollars, but since they were <br /> widely used, she considered potential strength in numbers if other cities agreed to <br /> advocate for those dollars. <br /> Councilmember Etten stated his support for all of these programs related to city <br /> operations. Specifically, Councilmember Etten supported the DEED item to as- <br /> sist with redevelopment needs for inner-ring cities, hoping colleagues in other in- <br /> ner-ring suburbs would concur. <br /> Advocate for an Increase in Transportation Funding(page 23 - 31) <br /> Mr. Trudgeon noted the huge transportation needs in Minnesota, including Rose- <br /> ville, and static nature of Municipal State Aid (MSA) funds for some time, and <br /> noted the number of county and state roads that went through the City of Rose- <br /> ville. Mr. Trudgeon clarified that he referred to transportation as inclusive of any <br /> transit, and noted the funding was tricky, often bringing to the forefront gas tax as <br /> a revenue option. Therefore, Mr. Trudgeon asked that the City Council fully rec- <br /> ognize, if they took a position, the city needed to be specific on what it was seek- <br /> ing. <br /> Councilmember Etten questioned if the city was in a position to create legislation, <br /> and if it took out specifics and looked at transportation funding phases as per the <br />
