Discussion and approval of minutes from 1/8/97. <br />There will not be an actual survey included in the city mailing about the 1/29 meeting but <br />merely a request for input on the no-wake issue. "Notice" will be the top heading on the ciry letter. <br />The 1/29 meeting will be videotaped and broadcast on cable 2-3 times the followir�g week. The <br />city mailing wi11 encourage those wiahing to view the broadcast to call the city for the schedule. <br />The deadline for public input will be changed to 2/5/97. Members expected this to maximize in- <br />person attendance on 1/29 while still providing our information and a chance to respond to those <br />who cannot. The videotape will also be available for loan. The task force has explored various <br />topics to date and will accept public input (oral and �vritten) as additional information that will <br />affect our decision on the no-wake issue. <br />Jim Vanous added comments to his preliminary opinion of 1/S: a 2nd ski slalom in the SW is <br />not wanted by most area residents and now is the time to explore whether there are legal means to <br />prevent any future permanent installation. A Star Tribune article (1/9/97; "Voyageurs panel reaches <br />new tentative agreement") suggests it is possible to exclude specific uses in those waters, <br />therefore, is it posaible to do on Owasso? <br />Members questioned the possible difference between National Wilderness area and state waters <br />(PE,SW,JS). Previous comments from Mitch Converse and Kim Elverum suggest prohibition of <br />a use or craft is not possible (GW,JG) and evidence for the need to restrict use would be required <br />by the DNR (JG). The sheriff's practice of obtaining city approval of permits has worked (GV� <br />although there is no legal requirement to do so (KL,PE). LOTF could indicate its opinion to <br />council that the SW end is not suitable for a slalom (G� and encourage residents to participate in <br />permit hearings and in the lake association (JG). Legal prohibitions reflecting residents' self- <br />interest might jeopardize the existing slalom and lead to uncontrolled use and location of portable <br />courses on the lake (DA). <br />Kate Linder repeated her preference (of 1/8) to keep the 300' buffer to prevent a 2nd slalom in <br />the SW end. A slalom could be placed that did not violate the 300' ordinance (GV� although it <br />might restrict traffic flow (PE). <br />Members unanimously agreed to ask Mitch Converse whether we could write an ordinance <br />which would ban a permanent ski course or jump in the SW end of the lake. Input from Kim <br />Elverum may also be needed <GV�. <br />Minutes from 1/8%97 were unanimously approved. <br />2.
