Department Approval: <br />�� .. <br />�:°�"���� <br />REQUEST FOR COUNCIL ACTION <br />Manager Reviewed: <br />DATE: 9/08/97 <br />1���►����L��'i� <br />Ordinances and Resolutions <br />Item Description: Ordinance and Joint Powers Agreement relating to Lake Owasso <br />Water SurFace Usage. <br />BACKGROUND <br />The City Council, in July of 1996, appainted nine residents to the Lake Owasso Task <br />Farce. The primary charge to the Task Farce was: "Should there be a no wake zane and <br />if sa, what distance?" The Task Force was also encouraged ta explare issues af lake <br />usage, environmental regulatians, and legal rights and responsibilities. <br />The Task Force presented its recommendations, and the City Council toak the following <br />actions in May, 1997: <br />• Appraved Joint Pawers with the City af Shoreview regarding Lake Owasso <br />Water Surface Use. <br />• Adopted ordinance amending City Code by adding Lake Owasso <br />restrictions. <br />• Adapted resolution regarding ather Task Farce recommendations. <br />Jaint Powers Agreement <br />Because Lake Owasso is lacated in Roseville and Shareview, lake regulations must be <br />approved as part of a Joint Powers Agreement between the communities. The Shoreview <br />City Council cansidered the Joint Powers Agreement approved by Roseville and, based <br />on recommendatians of their Lake Regulation Committee, appraved the Jaint Powers <br />Agreement with language changes. Subsequently City Attorneys and staff of Roseville and <br />Shareview, Gary Wood, Chair of the Lake Owasso Task Force, and Kim Elverum, Boat and <br />Safety Water Caordinator, MN Department af Natural Resources, have develaped revised <br />language far the Joint Powers Agreement (attached). <br />The Shareview City Council adopted the revised Joint Powers Agreement at its September <br />2 meeting. <br />
