Ordinance <br />�) The City ordinance relating to the use and regulation of public waters sets forth the <br />requirements which are the basis for the Joint Powers Agreement. Attached is the <br />proposed ordinance prepared by the City Attorney. <br />POLICY OBJECTIVES <br />The City Council appointed the Task Force to develop a recommendation regarding a no <br />wake zone on Lake Owasso. The new Joint Powers Agreement will benefit lake residents <br />and users by providing an updated consistent set of requirements for lake usage. It will <br />also make possible improved enforcement by the Sheriff's Water Patrol. <br />FINANCIAL IMPLICATIONS <br />There are no additional costs resulting from the Joint Powers Agreement and ordinance. <br />STAFF RECOMMENDATIONS <br />The proposed ordinance and Joint Powers Agreement include the Lake Owasso Task <br />Force recommendations. It is recommended that the Council rescind the previously <br />approved ordinance and Joint Powers Agreement and adopt the revised ordinance and <br />Joint Powers Agreement. <br />COUNCIL ACTION REQUESTED <br />Motion rescinding Ordinance 1182 adopted by the City Council May 12, 1997. <br />Motion rescinding Joint Powers Agreement with the City of Shoreview regarding Lake <br />Owasso Water Surface Use approved by the City Council May 12, 1997. <br />Motion adopting ordinance amending Chapter 702 of the City Code of the City of Roseville <br />regarding use and regulation of public waters. <br />Motion authorizing the Mayor and City Manager to sign the Joint Powers Agreement with <br />the City of Shoreview regarding Lake Owasso Water Surface Use. <br />
