Discuss City Council Liaison Appointments for 2018 <br /> Mayor Roe noted he currently is the liaison for the Northeast Youth & Family <br /> Services Board, and his 3-year term concludes June 2019. There is no require- <br /> ment that the Council take any action,unless it wants to make a change. He asked <br /> whether any Councilmember wants to undertake or change their role on the fol- <br /> lowing: North Suburban Communications Commission, Ramsey County League <br /> of Local Governments, and/or the standing subcommittee on City Manager Per- <br /> formance Review. <br /> Councilmember Laliberte stated the League of Local Governments is reassessing <br /> what they have been doing. She is happy to stay on that committee to help facili- <br /> tate the discussion to make that body more purposeful. <br /> Mayor Roe noted all of the events and discussions of the League of Local Gov- <br /> ernments are open to any elected official in the County. <br /> Mayor Roe indicated he is happy to continue serving on the Communications <br /> Commission. The new franchise has started and reduced the funding scheme, and <br /> the executive director is retiring this year, so a search will be conducted. <br /> Councilmember McGehee suggested Mayor Roe stay on that commission, since <br /> he will understand a lot of the history of the contracts and other issues. <br /> Councilmembers McGehee and Laliberte indicated they would like to continue on <br /> the subcommittee for City Manager Performance Review. <br /> It was agreed that all appointments would remain the same. <br /> E Discuss City Council and Advisory Commission Rules of Procedure <br /> Councilmember McGehee started the Council discussion by stating it is difficult <br /> for community members to attend the meeting when they do not know when they <br /> will be allowed to speak. She suggested making it easier for people to come at <br /> 6:00pm and speak, even before the actual agenda item. <br /> Mayor Roe expressed preference that the rules remain unchanged, but rather al- <br /> low for the Council's discretion to consider a request. He cautioned that if the <br /> Council opens it up to any meeting at any hour, then the 6:00pm public comment <br /> could become a half hour of public comment. He agreed with wanting to accom- <br /> modate people, but he would like the Council to remain cognizant of that issue <br /> and use discretion. <br />
