Regular City Council Meeting <br /> Monday,January 8, 2018 <br /> Page 2 <br /> Councilmember Willmus agreed the extension is conditional upon agreement <br /> from Mr. Quick. <br /> Councilmember Laliberte recalled that last year the Council began requiring <br /> background checks for all adult Commissioners who would be serving with youth <br /> Commissioners. <br /> City Manager Trudgeon confirmed that all members of the Parks and Recreation <br /> Commission as well as the Human Rights, Inclusion and Engagement Commis- <br /> sion, have received background checks, and all new members will continue to be <br /> subject to background checks as well. <br /> With regard to background checks, Councilmember McGehee asked particularly <br /> whether the youth on the commissions will also receive background checks, since <br /> they may be working with young children. She recounted a recent news report <br /> from National Public Radio which reported sexual abuse happing to mentally <br /> challenged folks by 12- and 13-year-olds. <br /> City Manager Trudgeon responded he is unsure whether City staff can access the <br /> records of anyone under the age of 18, but that staff will look into it. <br /> Mayor Roe agreed that anyone working with children should have some scrutiny <br /> with regard to backgrounds,to the degree it is possible. <br /> Willmus moved, Etten seconded, to appoint Joey Quick to serve as Youth <br /> Commissioner on the Parks and Recreation Commission for a term that ex- <br /> pires July 31,2019, subject to Mr. Quick's approval of such time frame. <br /> Roll Call <br /> Ayes: Laliberte, McGehee, Willmus, Etten, and Roe. <br /> Nays: None. <br /> 7. Business Items <br /> a. Receive Update on Community Health Awareness Team (CHAT) Regarding <br /> Community Transportation Issues <br /> City Manager Trudgeon introduced two presenters, Scott Olson and Sara Barsel. <br /> Ms. Barsel, co-founder of CHAT, recognized several other team members in at- <br /> tendance who serve on the transportation subgroup. <br /> Ms. Barsel recalled that transportation has been one of the top 5 issues that arises <br /> in surveys. She described transportation as a key issue to mental health, as it af- <br /> fects access to healthy food as well as socialization. In September 2017, discus- <br /> sions began to see what was currently available and what could be done. Ms. <br />
