Metro <br /> Transit, Met Council, MNDoT and various senior housing sites have also been <br /> contacted by CHAT. <br /> Ms. Barsel continued, recalling that discussions have dealt with what transporta- <br /> tion is currently available and what is planned, and clarifying what might happen <br /> to Metro Mobility. It was decided it is important to be proactive to meet public <br /> transportation needs in the community. She then displayed a map, showing the <br /> public transportation limitations throughout Roseville, and noted the Shuttle Bug <br /> Bus is lovely, as far as it goes, but it is limited to people with disabilities and sen- <br /> iors and is only available Monday through Friday, from 8-4pm. Everyone has <br /> transportation needs outside those days and hours. There are fewer churches with <br /> transportation assistance; Metro Mobility has its limitations; and Ride-On- <br /> Demand has limitations. Ms. Barsel noted there is an increasing population of <br /> seniors who are not always the best people to be driving or are simply uncomfort- <br /> able driving under certain conditions. Further, there are people uncomfortable <br /> with public transportation at least in part because they do not speak English flu- <br /> ently. Ms. Barsel recalled CHAT became aware that Scott Olson and NewTrax <br /> were initiating a pilot transportation circulating bus in White Bear Lake, which <br /> will be presented later in the meeting. <br /> In summary, Ms. Barsel emphasized that the hope is to be able to create a similar <br /> pilot program for a circulating bus in Roseville for seniors, disabled, people who <br /> don't speak English, and others in need of transportation. She noted a southern <br /> route between Larpentuer and Cleveland and Rice and County B has been planned <br /> for the pilot, and two mandatory stops are Fairview Community Center and the <br /> Ramsey County Library. Having this established, and then instituting the north- <br /> ern circulator, the Library would become a transfer point between the loops. <br /> Ms. Barsel continued indicating that the key is to be proactive about a need. This <br /> is a pilot, rather than a long-term solution. Also under exploration is whether a <br /> satellite site can be set up at Fairview, and that would also be on a Tuesday morn- <br /> ing. Ms. Barsel pointed out there will be 3 mini-forums, which will provide a <br /> chance for folks to ask questions, look at the bus, and make their opinions known <br /> about what would be retail stops for the bus. Eventually, on April 14, 2018, the <br /> library is booked for a larger transportation forum. <br /> Ms. Barsel introduced Scott Olson, the transportation coordinator with NewTrax. <br /> Mr. Olson thanked the Council for allowing him to speak and share experiences <br /> about the development of the White Bear South Loop. He explained NewTrax is <br /> a non-profit transportation company, comprised of two (2) member non-profits, <br /> who are considered day training and habilitation program organizations. <br /> NewTrax was birthed out of two companies who desired to make their transporta- <br />
