i <br /> Regular City Council Meeting <br /> Monday,December 11, 2017 <br /> Page 7 <br /> Mayor Roe provided Councilmember McGehee's written support of the EDA <br /> levy as presented, <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten and Roe. <br /> Nays: None, <br /> Councilmember Laliberte noted her continued frustration with current Ramsey <br /> County tax statements that lump this EDA levy with other taxing districts, without <br /> even designating it as an additional city levy. Councilmember Laliberte asked <br /> that staff continue to advocate for more transparency on taxpayer statements in <br /> the future. <br /> City Manager Trudgeon reported that that was listed as part of the draft city- <br /> supported legislative priorities to be presented for approval later on tonight's <br /> agenda. <br /> Mayor Roe concurred, citing the example on tax statements for school districts' <br /> voter-approved versus non-voter-approved levies, speaking in support of delineat- <br /> ing HRA or EDA levies in a similar way on tax statements. <br /> C, Consider Adopting the 2018 Utility Rate Adjustments <br /> As detailed in the RCA, Finance Director Miller referenced page 2 that displayed <br /> average utility rate impacts for single-family homes in Roseville, Mr. Miller <br /> highlighted those changes proposed and included in the draft resolution formally <br /> adopting 2018 utility rates, as previously presented to the City Council and public. <br /> Mayor Roe offered an opportunity for public comment, with no one appearing for <br /> or against. <br /> Etten moved, Willmus seconded, adoption of Resolution No. 11477 (Attach- <br /> ment <br /> A) entitled, "Resolution Establishing the 2018 Utility Rates;" as pre- <br /> sented. <br /> Mayor Roe thanked staff for including Attachment B recapping each utility and <br /> providing transparency for the public. <br /> Mayor Roe referenced Councilmember McGehee's support for the proposed utili- <br /> ty rates, as provided in written comments for tonight's meeting. However, Mayor <br /> Roe also noted Councilmember McGehee's disagreement with how to fund utility <br /> rates, as she had frequently addressed in the past and continued to dispute, even <br /> though she would offer her support of the proposed motion as presented by staff. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten and Roe. <br /> Nays: None, <br />
