Public Hearing to Consider Approving 2018 Liquor License Renewals <br /> As detailed in the RCA, Finance Director Chris Miller presented one remaining <br /> 2018 liquor license renewal for Tower Glen Liquor, <br /> Mayor Roe opened and closed the public hearing at approximately 6:50 p.m.; with <br /> no one appearing for or against. <br /> Willmus moved, Laliberte seconded, approval of the requested 2018 liquor li- <br /> cense renewal as presented (Attachment A). <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten and Roe. <br /> Nays: None. <br /> e. Consider Modifications to City Code, Chapter 304.04, Requiring l00% of <br /> Lawful Gambling Proceeds to be Expended within the City of Roseville's <br /> Designated Trade Area <br /> As detailed in the RCA, Finance Director Miller provided a background of past <br /> discussions and proposed revisions related to reducing the required expenditure of <br /> 100% of remaining net profits in the city's trade area to 85% as previously di- <br /> rected by the City Council. <br /> Mayor Roe offered an opportunity for public comment, with no one appearing for <br /> or against. <br /> Willmus moved, Laliberte seconded, enactment of Ordinance No. 1537 (Attach- <br /> ment A) entitled, "An Ordinance Amending Title Three, Chapter 304;" amended <br /> from the proposed 85%to 90%. <br /> From a housekeeping point of view, Mayor Roe noted that the ordinance sum- <br /> mary was not much reduced from the actual ordinance itself, and recommended <br /> not adopting it,but simply publishing the ordinance. <br /> Since his initial firm stance for the 100% expenditure requirement, after talking to <br /> service organizations and groups funding interests outside the trade area, Coun- <br /> cilmember Willmus offered his willingness to compromise at 90% to assist them <br /> in benefiting wider causes. <br /> Opining that she considered the city's trade area to be already generous, Coun- <br /> cilmember Laliberte spoke in support of the motion, allowing those organizations <br /> to be generous on a wider scale. <br /> Mayor Roe stated that Councilmember McGehee had not provided comment on <br /> this item, <br />
