He summarized that this plan is a useful document and that relationships <br /> have been built with Maplewood and St. Paul, which is a good thing going for- <br /> ward. With a potential overlay district, there is the ability to work together and <br /> move forward. Ramsey County Parks and Roseville Parks will have combined <br /> programming in McCarron's park this summer, which is the first time that has <br /> happened, and Marion Park is underway. Everything from burying power lines to <br /> reducing curb cuts to creating medians are all wonderful ideas and discussions to <br /> have. This plan allows the City to lead on these topics. St. Paul already has <br /> North End banners up on some power poles; Roseville has taken action on the <br /> north side of Larpenteur, so things are starting to happen. As far as adopting the <br /> plan, it is important to keep the momentum. Because this is a vision document, <br /> he would be ready to move forward with this, knowing that at all points the City <br /> will be adjusting and making this as successful as possible. <br /> Mayor Roe expressed thanks and appreciation. He noted and confirmed that Mar- <br /> ion Park as a short-term implementation is underway. He agreed with the notion <br /> of not adopting this vision into the Comp Plan. That is not the way to go, because <br /> then it requires a 4/5 vote to require anything slightly different. He would defer to <br /> the consultant to elaborate on the engagement process. In terms of adopting, it <br /> does not need to be adopted this evening. One topic at the last GPC meeting was <br /> trying to have a reconnection with the neighborhoods, to allow people to have an- <br /> other check-in before it is formally adopted. He does not think it has to be adopt- <br /> ed this evening. <br /> Mayor Roe added that when he first saw the Community School of Excellence on <br /> the south side of Larpenteur, he began contacting staff to figure out how to get <br /> kids safely across the street to that location. Additionally, he emphasized the eq- <br /> uity component of this vision. More specifically, everything will not be changed <br /> by throwing everyone out and bringing in new people. Rather, this should be a <br /> place where people who live there already want to stay, and others want to join <br /> them. In terms of implementation, Roseville has $800,000 previously pooled TIF <br /> money that has been identified to be possibly used on this project. This might <br /> help with the purchase of some site or assembly of sites for redevelopment or with <br /> streetscaping. St. Paul is also seeking funding that they have available on an an- <br /> nual basis of approximately$300,000, and Maplewood is looking for ways to par- <br /> ticipate as well. Undergrounding of utilities is a priority and an ongoing discus- <br /> sion. <br /> Councilmember McGehee added that in terms of funding, it is good that the City <br /> is doing additional programming in the park. She asked what the other communi- <br /> ties have done, other than the banners. <br /> Mr. Slack responded that Maplewood has not adopted the vision plan, but some- <br /> time next month the Council will have that conversation. He has presented this to <br /> the Planning Commission in St. Paul, and staff is working on a couple things re- <br />
