Regular City Council Meeting <br /> Monday,March 12,2018 <br /> Page 2 <br /> Councilmember Laliberte asked whether staff had completed the required noticing of <br /> surrounding properties. <br /> Mayor Roe stated the notice within 500 feet is for the public hearing at the Planning <br /> Commission, not for consideration by the City Council. <br /> City Planner Thomas Paschke indicated all the proper channels were done prior to the <br /> consideration by the Planning Commission except for the new State requirement of <br /> posting 10 days in advance of consideration by the Council. <br /> Councilmember McGehee suggested there should be something in the Comp Plan <br /> about having green space, if the City is including residential in the Regional Business <br /> Districts. <br /> Willmus moved, McGehee seconded, to TABLE consideration of Ordinance No. Not <br /> Assigned (Attachment A) entitled, "An Ordinance Amending §1005.03 (Table of Al- <br /> lowable Uses) of the Roseville City Code in Support of Multi-Family in the Regional <br /> Business Districts," to March 26, 2018, in order to comply with the State's 10-day <br /> notice requirement. <br /> Roll Call <br /> Ayes: Willmus, Etten, McGehee, Laliberte, and Roe. <br /> Nays: None. <br /> g. Award Contract for Operation of a Clean Up Day <br /> At the request of Mayor Roe City Manager Trudgeon briefly highlighted this <br /> item as detailed in the Request for Council Action (RCA) and related attachments <br /> dated March 12, 2018. He indicated that the City went out for bids and received <br /> one proposal back from Lightening Disposal,the same company the City has been <br /> using for this event the last six years. <br /> Councilmember McGehee inquired why, per the contract, the collected materials <br /> are going to Mexico and Canada, when both of those countries are trading part- <br /> ners with China. It seemed a peculiar contract in that regard. <br /> Public Works Director Culver commented he is unsure why the RFP was written <br /> that way, but it does specify that the materials can only go to Mexico, Canada or <br /> the United States. It does not specify Mexico or Canada. However, the prefer- <br /> ence is to keep things as local as possible. There are partners locally who process <br /> those materials within the state of Minnesota. He will follow up as to whether the <br /> appliance and electronics are being set. For future RFPs, staff can remove Mexi- <br /> co and Canada components, if the Council would prefer. <br />
