Regular City Council Meeting
Monday,March 12,2018
Page 3
Mayor Roe stated it is possible the folks receiving those products may be shipping
them somewhere, and perhaps the RFP can address that more positively going
forward.
Mayor Roe noted the clean-up date is April 28th and welcomed the public to par-
ticipate.
McGehee moved, Etten seconded, awarding of the 2018-2020 Clean Up Day
Contract to Lightening Disposal, Inc. (Attachments A and B)
Roll Call
Ayes: Willmus, Etten, McGehee, Laliberte, and Roe.
Nays: None.
7. Business Items
a. Discuss and Finalize 2018 Community Survey and Authorize Arrangement
of a Professional Service Agreement with The Morris Leatherman Company
to Conduct the Survey
Communications Manager Bowman briefly highlighted this item as detailed in the
RCA and related attachments dated March 12, 2018. Since the last Council dis-
cussion, he returned to Morris Leatherman and had some of the identified ques-
tions rewritten. He would like a discussion with the Council to see if those
changes are in alignment with the Council's wishes.
Mayor Roe noted the new questions begin with#84 on page 12.
Mr. Bowman highlighted the new questions deal with recycling, compostable
waste/organics, and drop-off location.
Councilmember Etten noted that question 89 can be folded it into 88 regarding the
schedule for recyclables, even if it increased consumer costs. He is concerned
about the length of the survey, as it is now so long that it may be difficult to get
folks to stay on the phone this long.
The Council concurred on folding question 89 into 88.
Councilmember Etten wondered about the validity of question 93. Its placement
and premise does not make sense. He would personally remove the question.
Councilmember Laliberte noted questions 91 through 93 assume organics can on-
ly be offered through a recycling program. The Council has discussed the blue
bags through the traditional trash pickup.
