Wireless support <br /> structures shall be located no closer than 10 feet from city hydrants, <br /> valves, manholes and other utility fixture or appurtenance: shall be <br /> setback a minimum of 3 feet from back of curb and sidewalks or trails: <br /> and shall not be located within roadway clear zone area. <br /> 9. Ground equipment associated with small wireless facility shall be lo- <br /> cated to the backside of any sidewalk or trail, shall be setback a mini- <br /> mum of 3 feet from back of curb and sidewalk or trail, and shall not be <br /> located within the boulevard sight distance triangle of intersecting <br /> streets unless the height satisfies the limitations thereof. Ground <br /> equipment shall be separated from the nearest telecommunications <br /> ground equipment on the same block by a minimum of 330 feet, ex- <br /> cept if the ground equipment be collocated within the same area as <br /> other wireless service provider and having a combined total size of <br /> less than 28 cubic feet. <br /> 10. The small wireless facility shall not be connected to any aboveground <br /> power or communications cables, except where such facilities exist in <br /> the surrounding environment prior to May 18, 2017. No small wireless <br /> facility or wireless support structure or utility pole shall have affixed <br /> to it any signs, banners, or placards {except one sign of ten square <br /> inches or less identifying the monopole manufacturer or wireless ser- <br /> vice provider), nor shall any lights, reflectors, flashers or other illumi- <br /> nating device be affixed except as required by FAA or FCC. <br /> 11. Where an applicant proposes collocation on a decorative wireless sup- <br /> port structure, sign or other structure not intended to support small <br /> wireless facilities, the city may impose reasonable requirements to ac- <br /> commodate the particular design, appearance or intended purpose of <br /> such structure. <br /> 12. Small wireless facility permittee shall provide City advance notice of <br /> any work obstructing street, bicycle or pedestrian traffic, and shall per- <br /> form all work in a manner that is minimally disruptive to traffic. Small <br /> wireless facility permittee shall comply with Minnesota Manual for <br /> Uniform Traffic Control at all times during installation, maintenance, <br /> and removal of small wireless facility and/or wireless support struc- <br /> ture. <br /> 13. Wireless facilities shall be placed in appropriate portions of the right- <br /> of-way so as to minimize conflict with city infrastructure and other au- <br /> thorized facilities. Separate application shall be made for buried cable <br /> for small wireless facility backhaul communications. Buried cable for <br /> backhaul communications purposes shall be joint trench or collocated <br /> in multi-duct conduit when practicable. The city shall retain exclusive <br /> use of city conduit. <br />
