Regular City Council Meeting <br /> Monday,March 12, 2018 <br /> Page 4 <br /> Councilmember Etten noted some haulers do the blue bag pickup right now, and <br /> they charge a fee. The question is whether the City should ask all haulers in the <br /> City of Roseville to be licensed to pick up recyclables/compostables. <br /> Mayor Roe stated the survey could indicate it is transitioning to the issue of or- <br /> ganics now. <br /> Mr. Bowman added that the Public Works department has suggested the survey's <br /> discussion of organics could be moved to after the discussion of trash pickup, to <br /> bifurcate the two issues. <br /> Mayor Roe suggested removal of 93 by either adding the word "weekly" into 91 <br /> or assuming everyone understands it will be weekly. <br /> Councilmember Laliberte stated the City is interested in asking participants if <br /> they are interested in organics, and whether they want to go somewhere and drop <br /> it off or have it done at the curb. <br /> Councilmember McGehee expressed concern about this line of questioning. She <br /> personally does not want another truck on the street. It is not clear whether this <br /> will be another cart in the garage or a blue bag. The survey should indicate the <br /> City is looking into organics and whether there is support for a weekly collection. <br /> Accordingly, Councilmember Etten suggested adding "weekly" to 91; this is a <br /> starting point to gauge public interest. <br /> Public Works Director Culver interjected that the market is not ready for curbside <br /> pickup for organics yet, so even if the City wanted to implement it tomorrow, the <br /> City could not. The staff needs to make decisions this year about a potential drop- <br /> off site. Gauging public interest will help staff push the County one way or an- <br /> other. He suggested keeping the question general. <br /> Councilmember Laliberte suggested approaching it more generally: "The City is <br /> considering an organics program. Would you prefer a drop-off, curbside, or not <br /> at all?" <br /> Councilmember Laliberte expressed support for removing 93. The City does not <br /> know if it can offer it weekly, so she suggested removing the word"weekly." <br /> It was summarized that question 93 will be removed and the organics section will <br /> be moved to after the trash section. <br /> Councilmember Etten inquired about the possible drop-off site. <br /> Public Works Director Culver stated a drop-off site is in flux, as there is some <br /> discussion with the County about its location.
