Currently staff is working <br /> with the County on possible locations. <br /> Councilmember Etten wondered whether that should be included on the survey. <br /> Mr. Culver indicated the survey will be very helpful in the discussions with Ram- <br /> sey County. <br /> Councilmember Etten responded he sees several questions as education and <br /> awareness pieces, so this could educate residents that this is a real possibility. <br /> Councilmember Laliberte noted that while Ramsey County may be interested in <br /> having a spot in Roseville, the Council has not had a discussion yet about it. <br /> Therefore, this might be creating angst when the discussion has not happened. <br /> Councilmember McGehee suggested something like "The City may be interested <br /> in a drop-off site." <br /> Councilmember Willmus commented he would strike question 93. The rest of the <br /> questions he does not have issue with; it is interesting to gather the data. The City <br /> does not have everything completely nailed down. <br /> Councilmember Etten pointed out a typo on question 95: "you" should be"your." <br /> Communications Manager Bowman moved on to the garbage collection ques- <br /> tions. Question 97 addresses moving to one hauler or set of haulers. Questions <br /> 99— 103 lead the respondent into thinking about a lot of different areas, including <br /> street maintenance and upkeep, customer service, and safety. <br /> Councilmember Willmus has no problem with question 97 and 98. Regarding <br /> questions 99 through 103, however, the City does not have any data that substan- <br /> tiates the questions and the manner with which they are posed. It is misleading. <br /> Councilmember Etten stated these questions ask opinions about things that the <br /> Council needs to have data, not someone's opinion as to whether someone is <br /> harming the road. He would rather have staff bring in a study showing use on the <br /> road. He crossed out questions, because the City Council can get data to make <br /> decisions, not opinions. <br /> Councilmember McGehee believes there is data to back up these questions. But <br /> this is not the job of the survey. Asking attitudinal questions seems unnecessary. <br /> She believes Mr. Culver can bring data forward,but that is for a different time. <br /> The Council expressed support for eliminating questions 99 through 103. <br />
