Regular City Council Meeting <br /> Monday,March 12,2018 <br /> Page 6 <br /> Councilmember Laliberte suggested new language for the opening paragraph: <br /> "where the City contracts with a hauler (or haulers)for collections either for the <br /> entire City or for zones throughout the City. " In question 97, she removed "or <br /> set of haulers"because even if the City were to go with the one company for Ro- <br /> seville, it would be one hauler. It would also be one hauler for one zone. <br /> Mayor Roe noted that "areas"is more understandable than "zones" for most res- <br /> idents. <br /> Councilmember Etten removed "throughout City"in the opening paragraph. <br /> The Council concurred about all of the above changes. <br /> Councilmember McGehee commented that she would like to have two or three <br /> versions of the survey that are read to people with sections in different order. <br /> These are long surveys, and people will get tired. If there are two or three ver- <br /> sions, it will create more meaningful results. <br /> Mayor Roe concurred and suggested staff find out whether Morris Leatherman <br /> creates two or three versions already as a normal practice. <br /> Councilmember Etten would like Morris Leatherman to ask whether moving <br /> around sections will affect the quality of the survey, and he suggested staff get <br /> back to the Council with that information. Now that several questions have been <br /> removed,the length is more on par with previous surveys. <br /> Councilmember McGehee asked about question 67. She wondered whether some <br /> of these questions are a bit leading, suggesting these are serious issues in the <br /> community when maybe they are, or maybe they are not. <br /> Councilmember Etten concurred these are a bit leading, but he remembers previ- <br /> ous responses and people are generally muted. It has not caused a dramatic re- <br /> sponse or mass hysteria in the City. Perhaps those can be looked at in the future. <br /> Etten moved, Willmus seconded, approval of 2018 Community Survey questions, <br /> as amended, and arrange a Professional Services Agreement with The Morris <br /> Leatherman Company to conduct a 2018 Community Survey of Roseville resi- <br /> dents to be completed in April 2018 (Attachment A). <br /> Roll Call <br /> Ayes: Willmus, Etten, McGehee, Laliberte, and Roe. <br /> Nays: None. <br /> b. Consider Approval of Newly Created Positions and Additional FTE for Li- <br /> cense Center <br />
