Attachment C <br /> Debrief from Joint Meeting <br /> With Commissioner Djevi asking for guidance from the City Council to the HRIEC on what it wanted <br /> them to do related to outreach activities, Mayor Roe clarified that this was the role of the HRIEC to make <br /> proposals and recommendations to the City Council; clarifying that he also expected more review of the <br /> draft action plan based on tonight's feedback. <br /> As a senior member of the HRIEC, Commissioner Groff expressed appreciation for the City Council's <br /> concerns about the ambitious work plan. However, as the HRIEC had talked about objectives, <br /> Commissioner Groff reported that they felt with a new and larger advisory commission, it would be great <br /> to give them a chance to flesh out this overall work plan; with the new commission desiring to move in <br /> some new directions. However, Commissioner Groff agreed with Commissioner Djevi on the focus <br /> underlying the overall work plan, opining that the HRIEC was on the right track. <br /> Commissioner Manke opined that several of the projects shown on the action plan had already been done, <br /> or prepared with project plans developed, but never brought forth to the City Council. Commissioner <br /> Manke opined that many of those items could be finalized quickly and brought before the City Council <br /> for approval and subsequently removed from the action plan. Specific to the "advise" objective, <br /> Commissioner Manke suggested that the intent was to narrow some of the broader things down, with the <br /> help of the City Council's feedback, with those things taking more time to accomplish. Essentially, <br /> Commissioner Manke opined that this was a 1.5 year work plan, understanding that items brought <br /> forward would need input from staff, and identification of budget impacts and who would take on a role <br /> or responsibility. <br /> City Council Subcommittee to the HRIEC <br /> Having participated with the HRIEC over the last few months, Mayor Roe noted, as an example, the <br /> HRIEC's Racial Profiling Subcommittee. Referencing the Uniform Commission Code and necessary <br /> approval by the City Council for any advisory commission subcommittees or task forces, Mayor Roe <br /> asked for a discussion on how to proceed generally going forward. Mayor Roe suggested clarifying if and <br /> how an advisory commission could set up a few commissioners to work on a task to carry out the work of <br /> the broader commission without it needing City Council approval. Mayor Roe also suggested the need to <br /> discuss continuing the current City Council Subcommittee or who should serve on it if continued. <br /> Councilmember Willmus asked for direct feedback from the HRIEC as to whether or not the City Council <br /> subcommittee put in place when it was created should remain in place or be removed at this point. <br /> Commissioner Manke spoke in support of retaining the subcommittee, opining that it was not needed on a <br /> constant basis, but by having two City Councilmembers to bounce off ideas to ensure the HRIEC <br /> remained on track, was valuable, or to run a draft through of a recommendation for the full City Council, <br /> to serve in as advisors to the HRIEC. <br /> Commissioner Djevi disagreed, opining that the HRIEC was now fully-functioning, and therefore, he <br /> didn't see the role of the subcommittee going forward. Commissioner Djevi opined that if there were any <br /> issues, the HRIEC should work with their Chair or Vice Chair to come before the City Council if <br /> necessary. <br />
