Attachment C <br /> Debrief from Joint Meeting <br /> Commissioner Dailey stated that she felt comfortable reaching out to either Mayor Roe or <br /> Councilmember Laliberte without them having to serve as an official subcommittee, opining that she <br /> considered them the HRIEC's allies. <br /> Commissioner Groff agreed with the comments of Commissioner Dailey, opining that with the HRIEC <br /> now fully functioning, commissioners should be able to reach out to any or all council members. <br /> Commissioner Carey opined that if the HRIEC needed City Council input, there may be one better fit to <br /> run a draft through,keeping it open for contact with any council member. <br /> Chair Holub suggested that the HRIEC may be interested in the future to have a subcommittee <br /> representing all advisory commissions; such as in determining how to better work together, and suggested <br /> having Chairs work together or meet occasionally to work on ideas in the future. However, Chair Holub <br /> agreed that the City Council Subcommittee was no longer needed for the HRIEC at this time. <br /> Willmus moved, McGehee seconded, to ELIMINATE or disengage the City Council <br /> Subcommittee/Liaison to the HRIEC at this time. <br /> Councilmember Willmus recognized the concept in forming the City Council Subcommittee for the <br /> HRIEC. However, as part of the bigger picture, Councilmember Willmus noted his dislike about having <br /> select liaisons from the City Council available to advisory commissions, as stated tonight to bounce ideas <br /> off only 1-2 people versus the City Council as a whole, opining that just created more issues. <br /> Councilmember Willmus noted that, in the past, City Council liaisons were detailed to advisory <br /> commissions often resulting in ideas or initiatives being terminated at that level before presentation to the <br /> full body, causing his general opposition. <br /> Councilmember McGehee stated her support of the motion, and misperceptions of advisory <br /> commissioners in working with specific liaisons versus the full City Council establishing and us against <br /> them mentality. Councilmember McGehee opined that she didn't want to see independent commissions, <br /> but opined that everyone was different and had different perspectives. <br /> Councilmember Laliberte spoke in support of the motion, opining that the work she and Mayor Roe had <br /> been tasked with was to bring two separate former commissions to the table as one cohesive group in <br /> partnership, identifying what had or had not worked with each of those bodies, and laying the foundation <br /> for the newly-created HRIEC, and stick with them while their leadership was put in place and working <br /> toward their action plan. Councilmember Laliberte recognized that the HRIEC had accomplished that <br /> and commended them on the great job they had done, and encouraged them to return to the full City <br /> Council as often as needed. <br /> Councilmember Etten also spoke in support of the motion, opining that the HRIEC was more than ready <br /> to move out under its own power. <br /> Mayor Roe spoke in support of the motion as well, expressing hope that neither he nor Councilmember <br /> Laliberte had interjected too much into HRIEC conversations, but had served in a consulting capacity. <br /> Mayor Roe stated that he supported decision-making the entire City Council, and encouraged individual <br /> communication without undue influence,whether actual or perceived. <br />
