Human Rights, Inclusion and Engagement Commission Minutes <br /> October 18, 2017—Draft Minutes <br /> Page 5 of 10 <br /> Ms. Olson noted that the Council has requested a broader conversation that includes the efforts <br /> of Imagine Roseville, GARE, and HRIEC, to see how everything fits together. <br /> Ms. Olson also noted that the Council would like HRIEC to limit the use of subcommittees <br /> whenever possible. <br /> Commissioner Peterson expressed concern about the timeline, given that the HRIEC only meets <br /> once a month and there are expanded advisory roles as part of the Action Plan. <br /> Several commissioners expressed concern about the time limitations of not being able to use <br /> subcommittees. <br /> Ms. Olson noted that those subcommittees have not been open to the public or published, so they <br /> are not as transparent according to Data Practices. One suggestion was to post an agenda in <br /> advance of each subcommittee meeting. None of the other commissions have subcommittees. <br /> Ms. Olson suggested HRIEC seek some further direction from the Council during the joint <br /> meeting. <br /> The Commissioners discussed the logistics of the joint meeting with the Council on Monday and <br /> the priorities of the proposed discussion. It was decided not to present a list of accomplishments <br /> and events from the past year, but rather to focus on the expanded vision of an advising role and <br /> proactive issues and recommendations going forward. <br /> Discussion was held regarding how to notify Commission members about issues or events that <br /> need addressing, when the HRIEC meetings are only held once a month. It was suggested staff <br /> could forward applicable items to the Commission members. <br /> Ms. Olson advised that it could present a challenge to staff, when there are potentially hundreds <br /> of items that could fall under Human Rights, Inclusion and Engagement. She noted the Council <br /> has been proactive in proceeding with GARE program to help staff see things through a racial <br /> lens when determining what needs to be brought before HRIEC and what does not. <br /> Commissioner Groff moved and Commissioner Peterson seconded a motion to present the <br /> Revised Action Plan to the City Council. <br /> Ms. Olson presented an email she received from a high school student about the Multicultural <br /> Festival, asking whether HRIEC would participate. She presented a second email regarding a <br /> community connector group, which has decided to remain an independent entity. <br /> Motion passed unanimously. <br /> Ms. Olson reported she will put together a staff report tomorrow morning, which will include the <br /> ordinance. <br /> Chair Holub asked for discussion on how to present to the Council at the joint meeting. <br />
