Human Rights, Inclusion and Engagement Commission Minutes <br /> November 15, 2017—Draft Minutes <br /> Page 4 of 16 <br /> Commissioner Djevi commented he thought the Council was not supportive of subcommittees <br /> and that they wanted all the discussion to be public. <br /> Commissioner Peterson agreed with Commissioner Djevi, but stated the Council was supportive <br /> of them doing tasks as a subcommittee. <br /> Commissioner Eichenlaub commented there was a certain amount of ambiguity in direction from <br /> the Council. <br /> Commissioner Djevi inquired if they should discuss how they would like to function with <br /> subcommittees going forward and present it to the Council. <br /> Ms. Olson stated the Council is looking to have the HRIEC come back for further discussion on <br /> its priorities. Similar to the Planning Commission, a Commissioner may be assigned a specific <br /> task to work on, but next steps should be discussed at the Commission level. <br /> Commissioner Manke commented subcommittees became such a focus that they were unable to <br /> focus on first steps. It was not clear if they were supposed to focus on additional projects or just <br /> what will be done for the rest of the year. <br /> Commissioner Peterson noted the Council liked some of the outreach efforts that have had prior <br /> success, such as the essay contest and film series. <br /> Commissioner Manke noted she felt the Council wanted them to not do as many co-sponsored <br /> films and to be more careful with who they are co-sponsoring with. <br /> Commissioner Groff stated they have not had any issues with co-sponsoring in the past. <br /> Commissioner Daily noted she felt the Council was encouraging them to continue doing events <br /> that have been successful, but that they did not want them to move forward. She was frustrated <br /> that the Council asked a lot of questions but did not allow the Commission to answer. It was also <br /> frustrating to hear"where did you get that idea" when it was taken directly from of the <br /> ordinance. She felt like they were being criticized for things they have not even done yet. They <br /> were not given the chance to accomplish anything, but were just told they could not because it <br /> was too ambitious. <br /> Chair Holub commented she felt the Council made assumptions on what they were trying to do <br /> rather than get clarity from them. They have to work on being more assertive with how they <br /> explain what they are trying to do. They need to decide if they want the Commission to be what <br /> it has always been or if they want to be ever-changing. It is up to them to determine what kind of <br /> group they want to be. <br /> Commissioner Manke noted they are a new Commission and on the threshold of moving <br /> forward. She feels they were not looked at as a new Commission that was trying to provide a <br /> new mission. <br />
