Human Rights, Inclusion and Engagement Commission Minutes
November 15, 2017—Draft Minutes
Commissioner Peterson stated it was challenging for the Council to conceptualize what they
were trying to do because they presented broad ideas. The Council needs to understand they plan
to develop clear steps for their ideas.
Commissioner Manke noted they should have provided a timeline to the Council.
Commissioner Groff stated they were trying to get approval on their new Commission goals first,
and then were going to provide more detail later. However, it seems the Council may have been
more comfortable with a calendar to show how it would all get done.
Commissioner Manke suggested they each focus on a project they have done before, create a
detailed project plan, and present them to the Council along with a calendar.
Youth Commissioner Iverson noted it seemed the Council wanted them to cooperate with other
Commissions rather than control them. This is hard to do when they do not have a good
direction on what they should cooperate on.
Youth Commissioner Hansel stated the Council suggested bringing Teens for Human Rights out
of the parking lot, but it might be best to keep it there. The club was started before her and
should remain independent to allow freedom in topics they cover. She does not want the club or
the HRIEC to feel like they have to partner with each other or include the club in the overall
plan.
Youth Commissioner Iverson commented the club is more focused on global human rights issues
and does not line up with the City's local focus.
Commissioner Manke inquired if they intended to create a partnership between the HRIEC and
Teens for Human Rights groups or create partnerships in a broader sense.
Commissioner Carey commented she thought the Council's request to be more involved meant
they want to get connected with the school as an inclusion and engagement effort. They need to
be clear on their objectives and what they want to accomplish.
Commissioner Groff stated he believes it to be a more general collaboration.
Commissioner Manke suggested the club be clarified as part of a broader partnership with youth.
They already partner with the high school with the essay contest and the book read.
Chair Holub stated it is all part of how they are constantly looking at equity and engagement.
They should be looking to engage youth in every project they do, and have it become a
cornerstone of their priorities. This would also clarify with the high school that they do not have
to constantly be affiliated with the HRIEC.
