City Council Work Session Meeting <br /> Monday,April 16, 2018 <br /> Page 10 <br /> City Manager Trudgeon noted that in the 2017 budget, he tied new initiatives <br /> back to the stated priorities. If there are going to be budgetary impacts, it is im- <br /> portant they are not out of the blue. This document helps staff internally focus on <br /> the things that need focus. <br /> Councilmember McGehee stated this is a great document, and she appreciates the <br /> staffs efforts to put it together. <br /> c. Discussion Roseville License and Passport Center Expansion and Redesign <br /> City Manager Trudgeon briefly highlighted this item as detailed in the RCA and <br /> related attachments dated April 16, 2018. He recalled that the Council spent quite <br /> a bit of time on this project in 2017 and ultimately rejected the bids for remodel- <br /> ing. Since that time, the City has purchased Lexington Shoppes, but the needs <br /> remain. Tonight's discussion should set the parameters going forward. He asked <br /> whether the Council wants to continue the discussion about remodeling the Pass- <br /> port and License Center. <br /> Councilmember Laliberte began by saying she has long wanted to do something <br /> at the License Center. <br /> Councilmember McGehee stated the Council had moved slowly and methodically <br /> up to the point the City decided to buy the property. She recalls that an expendi- <br /> ture into something that the City did not own was the primary objection. Now <br /> that the City owns the property, the previous proposals should be re-examined. <br /> Councilmember Willmus stated he wants to do something to improve the facili- <br /> ties. He thinks that when the Council is looking for a facility, it is important to <br /> have something functional and presents its well. He questioned whether a facade <br /> from the ceiling with LCD TV's is necessary. He has an expectation that the City <br /> improves the efficiency of the operation so that people are not waiting for 40 <br /> minutes at a time. Some of that can be blamed on MN-LARS, but this is some- <br /> thing that people want to get in and out as quickly as possible. That is what he <br /> wants to facilitate and support. He noted that the Council should look at the re- <br /> model at New Brighton as a reference. <br /> City Manager Trudgeon stated that remodeling project was very nicely done, giv- <br /> en what was there before. They maximized the use of a fairly small space. They <br /> have four or five stations. They do not handle passports, but they are trying to <br /> grow their business. <br /> Councilmember Willmus stated that is what he is looking for. He wondered why <br /> the dollars per square foot for Roseville's project were double the New Brighton <br /> project. <br />
