City Council Work Session Meeting <br /> Monday,April 16, 2018 <br /> Page 2 <br /> City Manager Trudgeon briefly highlighted this item as detailed in the RCA and <br /> related attachments dated April 16, 2018. <br /> Councilmember McGehee wanted to understand whether this applied only for <br /> City-owned BMPs. She asked to hear from Public Works Director Culver about <br /> his plans and also what the City needs to do in terms of ordinances to make this <br /> all work an ongoing and sustainable process for all BMPs, both public and pri- <br /> vate.. <br /> Public Works Director Culver responded that the City has requirements for storm <br /> water mitigation when it comes to excessive impervious surface on private prop- <br /> erty. Staff needs to develop a program to follow up with the property owner. Part <br /> of that process is not only private BMP's, but also addressing the other properties <br /> that have had storm water devices installed over many years. Staff plans to come <br /> before the Council with proposed changes to the storm water ordinance to provide <br /> more enforcement ability. An education process can also happen. He noted that <br /> it is important about staggering the check-ins and follow-ups, so staff does not <br /> have to follow up every single one in a single year. He anticipates the letters to <br /> residents will start being sent by the end of the year. <br /> Councilmember McGehee stated most people were told that every five years they <br /> were to be certified. She would like to know how certification is happening. She <br /> added that it is important to address this,because the longer this goes on, the more <br /> expensive it is for the owner to get the rain garden fully operational and certified. <br /> Councilmember Willmus asked whether property owners were notified about an <br /> ongoing inspection program that they would have to pay for in the future. <br /> Public Works Director Culver responded that a letter is signed with the home- <br /> owner, and that has been the policy for at least for the past five years. <br /> McGehee moved, Willmus seconded, approval of a contract with Outdoor Lab <br /> Landscape Design, Inc. for 2018-2020 Best Management Practice Maintenance <br /> Program. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee, and Roe. <br /> Nays: None. <br /> 7.
