Metropolitan Council Environmental Services updates: <br />• Avon street <br />Project is scheduled to begin in late June. Work consists of replacing a section of <br />sewer main, installing a new meter pit, and CIPP lining the rest of the sewer main <br />pipe. Work on this site is scheduled to be substantially completed by the end of <br />October 2018. <br />Upper Villa <br />o Project work in this area has begun. There will be some lane reductions and lane <br />shifts on Dale St and County Road B to assist with installing the temporary <br />bypass system. Work consists of installing two new manholes and CIPP lining the <br />sewer main. Work on this site is scheduled to be substantially completed by the <br />end of October 2018. <br />County Road 88 & Long Lake Road <br />o Project is scheduled to begin in February of 2019. Works consists of CIPP lining <br />the sewer main. Work on this site is scheduled to be substantially completed by <br />the end of November 2019. <br />Council Updates <br />• Council approved the Twin Lakes East Collector Project final design. Staff will finalize <br />the project with the plan to construct the improvement later this summer/fall. <br />• Council received a presentation on May 14"' summarizing current options for using and <br />supporting solar power. The Council directed staff to bring forward a final Subscriber <br />Agreement for participation in one or more Community Solar Garden projects. Staff also <br />informed the Council that we are participating the Solar Possible Collaborative Solar <br />purchasing program. We expect to see proposal from this program by the end of the <br />summer. Staff is continuing to solicit proposals from developers outside of that program <br />as well. Staff's goal is to be under contract for an on campus solar array by the end of <br />2018. <br />The City Council directed staff to research and gather public input on options for <br />modified parking restrictions for the purposes of snow removal. Currently, parking is <br />prohibited on City streets after 2" of snowfall per City Code. Police policy indicates <br />vehicles MAY be towed, at the officer's discretion, after 12 hours of being tagged. Due to <br />inconsistent compliance with the in place restrictions, Council is considering other <br />options such as seasonal overnight parking restrictions, snow emergency type events, <br />changing the accumulation threshold, or simply the ordinance as is. <br />Minnesota Department of Transportation updates: <br />• County Road B2 and Snelling signal replacement project is completed. Final cleanup will <br />take place in the spring. <br />• MnDOT will perform pavement maintenance on 35W south of TH 36 in 2018. Included <br />in this project will be the replacement of the traffic signal at Cleveland and County Road <br />B. There will be impacts to some ramps in Roseville including the Cleveland Ave/County <br />Road B ramps and access to TH 280. Work is scheduled to begin July 13. All lanes will <br />be open during peak travel hours but there will be night work including ramp closures. <br />Staff will provide additional updates when they become available. <br />• Work on the 35W MnPASS Lane Project will begin this summer with the construction of <br />bypass lanes and median crossovers. An RFP for the larger Design/Build contract will be <br />released this summer with an expected award this fall. Work on the large project would <br />begin in the Spring of 2019. <br />
