The State's fiecal troubles are continuing and officials have <br />been indieating that further cuts will moet likely occur in 1993. <br />The amount and magnitude of those cute have been wide ranging in <br />estimates. We cannot project at this time, with much accuracy, <br />what those cuts, if any, will be. <br />It is very likely, the City may need to implement a budget reduc- <br />tion in 1993, similar to what was done in 1991. The alternativee <br />to budget cuts are very few, however, ataff will continue to <br />explore other opportunftiee in preparation of a potential state <br />reduction. <br />Maior Procrams <br />The 1993 Sudget continues eeveral major initiatives begun in <br />recent years, including the Fire Equipment Replacement Program, <br />the Pavement Management Program, Parks Improvement Program, <br />recycliag, an expansion of the Fire inspection program and an <br />activity center. <br />Thie budget includes one new program, a tuition-reimbursement <br />plan. The purpoee of this aew program ia provide support <br />to employees who wieh to improve their job skilla. The program, <br />which ie budgeted at $3,000, will require the couree work to be <br />job-related and succesefully completed bafore reimbursement ie <br />made. There are aumber of potential programe in the planning <br />stagee euch as the John Rose Mamorial Speedskating Oval, which <br />will have eome budgetary impact ae an enterprise fund in 1993. <br />Other posaible programe could include co-operation with other <br />cities or local governmente, which are aow in various diecussion <br />etages. <br />Several programs or iteme were aubmitted by Department Heads in <br />the budget procese but were not funded. However, after varioue <br />council workeesaions, the iteme below have been added: <br />, An additional staff pereon in the atreets department. <br />at an estimated cost of $33,00 ($16,500 general fund <br />and $16,500 from the Storm Drainage Fund.) <br />Unepecified furnishiage for the activity ceater <br />at an estimated coet of $5,500. <br />. 8nteriag into a police department accreditation program <br />at an eetimated cost of $12,220. <br />A full-time public relatioae position <br />at sa estimated additioaal coet of $20,000 <br />from the general fussd. <br />2 <br />
