Consider Proposed Text Amendments to Section 402.31,403.02 and 403.12 <br /> Building Official Englund briefly reviewed this request, recommending approval <br /> as detailed in the RCA dated June 4, 2018. In the 2015 cycle of the Neighbor- <br /> hood Enhancement Program, residents raised concerns related to the code provi- <br /> sion requiring containers to be placed out of view. With the beginning of the 2018 <br /> inspections, staff is proposing a text amendment to allow for options to residents <br /> where placement out of public view may be difficult <br /> Councilmember McGehee expressed support for this amendment, since so many <br /> containers are of such a large size that they are difficult to store in garages. <br /> Councilmember Etten also expressed support for the amendment, though he pre- <br /> ferred Mayor Roe's amended language included in a bench handout. <br /> Mayor Roe pointed out that his amended language in the bench handout was an <br /> attempt to clarify the amendment language for the sake of readability and under- <br /> standing. He noted his suggestion that containers stored outside should have the <br /> lid closed. <br /> Mayor Roe noted he did receive one email from a resident in opposition to the or- <br /> dinance change. <br /> Councilmember Willmus expressed support for the text amendment. As long as <br /> the containers are behind the front line of the house, it makes sense to him. <br /> Mayor Roe suggested the language on recycling containers on Attachment B be <br /> simplified to mirror what is said about garbage containers, i.e., they must be out <br /> of view. <br /> Councilmember Etten pointed out the partial list of definitions, which includes a <br /> reference to curbs. <br /> Building Official Englund noted that is language that is currently in the code, and <br /> it was simply brought in from definitions in Section 402. <br />
