" He asked whether this applies to anyplace inside the City, not just within the shoreland overlay district. City Engineer Freihammer concurred that is correct. City Attorney Gaughan suggested the following changes beginning on line 56: "Land disturbance activity: Any land change activity including clearing, grading, excavating, transporting and filling of land greater than 5,000 square feet and/or placement or grading of 50 cubic yards of earthen ma- terials, and/or any such activity of any size on a parcel of land... " Mayor Roe offered an opportunity for public comment, with no one coming for- ward. Etten moved, McGehee seconded, enactment of Ordinance No. 1550 (Attachment A) entitled, "An Ordinance Amending Title 8, Chapter 803, Section 803.04 add- ing Grading to Erosion Control and Sedimentation Control and 803.05 Establish- ing an Ordinance Regulating Storm Water Best Management Practice Mainte- nance", including the amendment to lines 56-60 as offered by the attorney. Council Discussion Councilmember Etten commended the changes, noting they add clarity and rigor to the City's water control. Roll Call Ayes: Willmus, Laliberte, Etten, McGehee and Roe. Nays: None. Etten moved, McGehee seconded, enactment of Ordinance No. 1551 (Attachment C) entitled, "An Ordinance Repealing Title 7, Chapter 705, Regulating Excavat- ing, Grading and Surfacing within the City of Roseville, Minnesota." Roll Call Ayes: Willmus, Laliberte, Etten, McGehee and Roe. Nays: None.
