Regular City Council Meeting <br /> Monday,August 27, 2018 <br /> Page 15 <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> Etten moved, Laliberte seconded, adoption of Resolution No. 11531 (Attachment <br /> G) entitled, "Resolution Approving a Drive-Through Facility as a Conditional <br /> Use at 2154 Lexington Avenue Pursuant to 1009.02.0 and 1009.02.D.30 of the <br /> City Code (PF18-010)," based on the content of this RCA, the public record, and <br /> City Council deliberation. <br /> Council Discussion <br /> Mayor Roe recommended to staff, related to conditional use approval resolutions <br /> where they list the rationale for meeting the various conditions that are set out in <br /> Code, he thought it made sense to follow the lead of their request for Council lan- <br /> guage, which is to describe the condition and then have their text that addresses <br /> the condition all as part of the resolution. His concern is when the criteria or con- <br /> dition is not part of the resolution as it is harder for people in the future looking <br /> through this documentation to make those connections. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> Willmus moved, McGehee seconded, directing staff to bring forward an Interim <br /> Ordinance looking and focused upon Neighborhood Business zoned properties <br /> and drive-throughs as conditional uses. <br /> Council Discussion <br /> Ms. Collins asked for clarification as far as what they are studying. Are they <br /> looking at suitability of drive-throughs on Neighborhood Business District prop- <br /> erties or what other aspect. <br /> Mayor Roe thought it was specific to adopting or developing appropriate condi- <br /> tions now that they have it as a conditional use in the use chart, and what condi- <br /> tions do they need to add or amend specific to the neighborhood business. <br /> Councilmember McGehee stated if in the process they find conditions they would <br /> like to add to the general conditions of drive-throughs that might apply to Com- <br /> munity Business that would be fine as well. <br /> Mayor Roe thought right now they apply to all business districts. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br />
