Request for approval of a Preliminary Plat to subdivide 2237 Cleveland Ave- <br /> nue into three lots and incorporate the two un-addressed parcels to the north <br /> of the subject property as additional lots in the plat(PF18-011) <br /> Senior Planner Lloyd briefly highlighted this item as detailed in the RCA and re- <br /> lated attachments dated August 27, 2018. <br /> Councilmember Willmus asked when the previous minor subdivision was ap- <br /> proved in 2017. <br /> Mr. Lloyd indicated it was approved on July 24, 2017. <br /> Councilmember Willmus asked if the subdivision was recorded. <br /> Mr. Lloyd stated it was and is existing today, which is why they show up on the <br /> Ramsey County parcel map. <br /> Councilmember Etten acknowledged he shared some emails with staff about a <br /> condition or working towards an agreement with a Home Owners Association <br /> (HOA) the maintenance of Outlot A and the other storm water Best Management <br /> Practices (BMPs) that are being created to deal with the water on these properties. <br /> Mr. Lloyd indicated he neglected to go through the information in the staff report <br /> with the Council regarding this. He stated if the Council is inclined to approve <br /> this proposed preliminary plat they would suggest including a condition that per- <br /> tains to creating the HOA for the ongoing maintenance of those private BMP's. <br /> Mayor Roe asked if the applicant would like to speak to the Council. <br /> Mr. Joshua Snyder,JRD, LLC <br /> Mr. Snyder thanked the Council for taking the time to review this application for <br /> development. He indicated he would be happy to answer any questions the Coun- <br /> cil may have. <br /> Councilmember Willmus asked if Mr. Snyder had any issue if this were to go <br /> forward creating the HOA for maintenance of the outlot. <br /> Mr. Snyder indicated he would not have a problem with that. <br /> Councilmember McGehee asked if Mr. Snyder had any issue if this were to move <br /> forward with only three lots instead of five. <br /> Mr. Snyder stated the application is for five lots and he could see that being an is- <br /> sue moving forward. <br />
