Request for approval of a Zoning Text Amendment to allow drive-through <br /> facilities in the Neighborhood Business District as conditional uses and ap- <br /> proval of a drive-through facility at 2154 Lexington Avenue as a Conditional <br /> Use (PF18-010) <br /> Senior Planner Lloyd briefly highlighted this item as detailed in the RCA and re- <br /> lated attachments dated August 27, 2018. <br /> Councilmember Willmus asked if the applicant was currently under an interim <br /> use approval. <br /> Mr. Lloyd stated yes, they were. The interim use was approved in 2014 and ex- <br /> pires at the end of October 2018. <br /> Councilmember Willmus acknowledged if they move forward and changed this <br /> from "Not Permitted" in a Neighborhood Business zoning district, this will poten- <br /> tially have some impact City wide. <br /> Mr. Lloyd stated it will open the City to applications for drive-through uses in <br /> other neighborhood business districts where today they are not permitted. <br /> Councilmember Willmus indicated he did not have any issues with Mudslingers <br /> and thought they have been a great asset to the community. He wondered if there <br /> was anything they could do short of this text amendment. <br /> Mr. Lloyd indicated that some options that are alternatives include amending the <br /> interim use portion of the zoning code to allow interim use approvals to last more <br /> than five years or to conceivably develop a new zoning district to apply to certain <br /> properties that will allow drive-through facilities as permitted uses. <br /> Councilmember Etten specified in Exhibit F of the suggested ordinance, it dis- <br /> cusses moving drive-through facilities to conditional uses in Neighborhood Busi- <br />
