Human Rights, Inclusion and Engagement Commission Minutes <br /> July 18, 2018 —Draft Minutes <br /> Page 6 of 8 <br /> 224 • Black History Month <br /> 225 Commissioner Djevi noted he reviewed President Trump's proclamation from <br /> 226 last year, and he also spoke to members of the NAACP as well as several of <br /> 227 his friends in the community <br /> 228 <br /> 229 Commissioner Holub stated she had a few edits and would send them to <br /> 230 Commissioner Djevi. <br /> 231 <br /> 232 • Hispanic Heritage Proclamation <br /> 233 Commissioner Eichenlaub indicated he needs to talk to more people about the <br /> 234 proclamation and will return with an update at the next meeting. <br /> 235 <br /> 236 • GLBT Proclamation <br /> 237 Commissioner Bolinger stated she changed the title to LGBTQ+, which she <br /> 238 got from the Minnesota PRIDE website. She also contacted a couple of local <br /> 239 groups and received no response. <br /> 240 <br /> 241 The Commission provided feedback and it was explained Q should be <br /> 242 questioning/queer, and the+ indicates that there are other interpretations. <br /> 243 <br /> 244 • Disabilities Proclamation <br /> 245 Youth Commissioner Hansel consulted the Disabilities proclamation signed <br /> 246 annually by the Governor. <br /> 247 <br /> 248 The Commission provided feedback and edits. <br /> 249 <br /> 250 Chair Beltmann summarized that the remaining proclamations will be taken up at the <br /> 251 August meeting, with the possible exception of Human Trafficking, as it is a brand-new <br /> 252 proclamation. The goal is to finalize proclamations in September and get them to the <br /> 253 Council in October. <br /> 254 <br /> 255 e. Review Previous Work Done on Racial Profiling <br /> 256 Assistant City Manager Olson reviewed that in 2017 a subcommittee of HRIEC was <br /> 257 formed to discuss what can be done on racial profiling issues that occur in Roseville. <br /> 258 Knowing that subcommittees are no longer allowed at this level, she asked a member <br /> 259 of that former subcommittee to review the recommendations. <br /> 260 <br /> 261 Commissioner Djevi recalled that in 2017, a woman of Asian descent was racially <br /> 262 profiled by a business in Roseville. As a response to that, the HRIEC decided to look <br /> 263 at what the community can do to prevent it going forward. What was not really <br /> 264 discussed was profiling by the police. Someone from the MN Department of Human <br /> 265 Rights came to the HRIEC and presented and had a 30-minyute discussion. As a <br /> 266 result, the website was updated so that people can file complaints directly with the <br /> 267 Department of Human Rights. <br /> 268 <br />
