Regular City Council Meeting <br /> Monday, September 17, 2018 <br /> Page 11 <br /> Councilmember McGehee asked why the graph was changed in the Parks Im- <br /> provement Program from one side to the other. She wondered what happened in <br /> 2023. She understood the spike with the OVAL, but she did not understand the <br /> spike in 2023. <br /> Commissioner Harold stated he was not sure if the Commission discussed this <br /> fund,but he knew the OVAL stands out. <br /> Mayor Roe stated for the Park Improvement fund, it might be a matter of shifting <br /> some projects around into different years to even it out which might improve the <br /> curve. <br /> Councilmember McGehee thanked the Commission for their recommendations. <br /> She did want to reiterate that the pathways are separate from the pavement man- <br /> agement. She reviewed the history of the fund. She did not think the funds <br /> should be co-mingled because the funds were not part of the basis for the contrac- <br /> tual arrangement with the residents. <br /> Councilmember Etten agreed but looked forward to what those other sources of <br /> funds might be because that was a large amount of money to come up with. He <br /> agreed the Pavement Management Program should stay as is. <br /> Councilmember Laliberte appreciated the suggestions and recommendations. She <br /> thought at any point where the Council will talk about repurposing debt levy that <br /> is a conversation that needs to happen with the broader public so residents under- <br /> stand what is being done with their tax dollars. <br /> Chair Schroeder stated there was a lot of discussion at the Commission meetings <br /> regarding the endowment and policy and the Commission concluded that it is in <br /> the policy and would continue to support that. <br /> Mayor Roe thought what Councilmember Laliberte was talking about was the re- <br /> purposing of existing levy capacity that is being used to pay back bonds that were <br /> borrowed for City Hall and the skating center and making sure the City is clear <br /> with residents that once the bonds are done and paid off, the City is not reducing <br /> the levy because the bonds are no longer being paid off anymore but keeping the <br /> levy the same and using money for some other purpose. <br /> Councilmember Willmus stated the Council is being upfront with what the City is <br /> doing, and the Council wants to keep it that way. <br /> Mayor Roe stated he actually wanted to make a counter recommendation for the <br /> Commission to consider which relates to the Pavement Management Fund and <br /> there is recommendation for some longer-term levying going on.
