The process starts once the project is ap- <br /> proved. He reviewed the project process with the Council. <br /> Mayor Roe reviewed public comment protocol. <br /> Public Comment <br /> Ms. Priscilla Martin, 2593 Western <br /> Ms. Martin stated she supported any kind of clean energy project that the Council <br /> is considering. She was glad to hear all the financial considerations because the <br /> City wants to use money wisely. Ms. Martin stated she and many residents in the <br /> City have said the City has to do something about reducing CO2 emissions, be a <br /> green city, and she is concerned about this because it is a climate crisis. She <br /> thanked everyone for all the work that has already been done. <br /> Mr. Dale Howey, 991 Parker <br /> Mr. Parker stated he put up a non-permitted system in 2004. He indicated he was <br /> in favor of this. <br /> Mr. Jim Bull, 3061 Woodbridge Street <br /> Mr. Bull stated he liked the proposal he saw at the meeting tonight. He did have a <br /> few questions. He saw something about optional maintenance agreements for the <br /> future and he did not see where the cost of maintenance was covered going for- <br /> ward in the projections. He stated his biggest concern was that solar is an emerg- <br /> ing technology. He stated the City is looking at purchasing something with a 25 <br /> to 40-year life and if there was any kind of program that would incorporate a <br /> technology refresh in five to ten years. <br /> Mayor Roe closed the public comment and asked if the Council had any addition- <br /> al comments or questions for staff on the topic. <br /> Mayor Roe thought in regard to the maintenance agreement, it would be another <br /> amount that would be subtracted from the City savings number on a nominal basis <br /> each year. Relative to the savings, it is a small number. <br /> Councilmember McGehee asked why a solar array that would be ground mounted <br /> should carry such a significant amount of insurance. Mr. Culver stated the rooftop <br /> array would be an increase of$100 a year per system. It is a nominal cost on the <br /> increase in their insurance premiums. <br /> Councilmember Etten stated the carport idea is a unique idea but would probably <br /> incur a lot of money and cost in providing a structure for that. He stated solar has <br /> been around for thirty or forty years, has certainly gotten better, it has been used <br /> in Mounds View Schools for a number of years, and is an established way of <br /> providing power to whoever is using it. <br />
