Regular City Council Meeting <br /> Monday, October 8, 2018 <br /> Page 2 <br /> people drive in their , driveway and the grass on either side gets tracked up. He stated <br /> last year it was like a parade, with people driving in his yard, trying to back up, people <br /> jammed in the circle, and he thought there was a safety issue. He stated when people <br /> park in the cul-de-sac in front of the fire hydrant there is no way a fire truck is ever going <br /> to get through so if something happens, the City will have as major problem. He thought <br /> the City needed to try to stop the traffic from going into the cul-de-sac. If the cul-de-sac <br /> is free, then people can come in, turn around, and leave. He felt the City had a liability <br /> on their hands. <br /> Mr. Schraad stated another concern is that people who do come into the cul-de-sac use <br /> their driveway as a turn around. This past week, three vehicles dug into his grass area. <br /> He noted it is not the garbage trucks. <br /> Mr. Schraad stated the third issue he has is the trailer court. Four years ago, he met with <br /> a couple of people from the City and the trailer court agreed to replace the evergreens that <br /> were missing and this past year, the trailer court did plant three small trees. Another is- <br /> sue is the trees that were removed and never replaced. He stated the trailer park is not <br /> living up to the agreement made four years ago and not doing anything about it. <br /> Mr. Schraad stated another issue is the area along Rose Place that has a lot of trash and <br /> junk on the property. The owner has promised to clean it up every year, but nothing has <br /> happened to date. There a lot of code violations and he would like to see that corrected. <br /> Councilmember Willmus stated the last time Mr. Schraad came in, the Council directed <br /> staff to be more proactive as far as cleaning up that extension of the right-of-way. <br /> Mr. Trudgeon indicated it was cleaned up but keeps coming back. <br /> Councilmember Willmus indicated something needed to be done and have continuous <br /> follow up. <br /> Mr. Trudgeon stated he will follow up on this and staff will also put something in place <br /> so on a regular basis the City is checking to make sure the property is cleaned up. <br /> Mr. Schraad stated a park recreation person did some work out there and thanked that <br /> worker for the work done. He stated this is an eyesore and he would like to get the prop- <br /> erty cleaned up. <br /> Mayor Roe asked if the issue was on the trailer park property or the right-of-way or both. <br /> Mr. Schraad stated the junk is from the curb line down the street to the property. He stat- <br /> ed three years ago, he was at the meeting to ask that the grass in the right-of-way be cut. <br /> It was cut once but the weeds are out of control. He asked that the weeds be cut periodi- <br /> cally by the City because it is the right-of-way and the City's responsibility to take care <br /> of this. <br />
