Regular City Council Meeting <br /> Monday, October 8, 2018 <br /> Page 3 <br /> Ms. Diane Hilden, 466 Bayview Drive <br /> Ms. Hilden stated when she called the City today to find out the name of the City Attor- <br /> ney, the staff member she talked to did not know and it is not on the website. She <br /> thought the attorney's name was Gaughan. <br /> City Attorney Hartmann stated Attorney Mark Gaughan is the lead City Attorney and he <br /> (Hartmann) subs at some City Council meetings. <br /> Ms. Hilden thought it would be helpful to have that on the City website in case people <br /> want to know who the City Attorney is and what firm represents the City. <br /> Ms. Hilden stated approximately three weeks ago, a neighbor she has known for years <br /> came to her house on a Monday morning and wondered why she was not at the meeting <br /> last night. Ms. Hilden indicated she did not know about a meeting that occurred, so she <br /> asked her neighbor what it concerned and was told the meeting was at Councilmember <br /> Etten's house in regard to a political meeting, encouraging the re-election of Coun- <br /> cilmember Willmus and Mayor Roe. Ms. Hilden's neighbor told her about the meeting <br /> and considered it to be somewhat by invitation only. There were some neighbors at <br /> Councilmember Etten's house and some of them asked why she was not there. People <br /> that know her, know that she has been involved in Southeast Roseville politics for 27 plus <br /> years and she often goes to meetings of this kind. <br /> Ms. Hilden stated when her neighbor talked about this meeting, she talked about the po- <br /> litical things the Council discussed previously, and it made her uncomfortable. Her <br /> neighbor asked Ms. Hilden to look into this item. <br /> Ms. Hilden thought this appeared to be a violation of the open meeting law to have that <br /> kind of a meeting. She stated she called City Manager Trudgeon regarding this item and <br /> he understood her concern and told her he would talk to the City Attorney. <br /> Mr. Trudgeon stated he talked to City Attorney Gaughan regarding this issue. <br /> Ms. Hilden stated Mr. Trudgeon called her back after talking to City Attorney Gaughan <br /> and told her the City Attorney considered it a possible violation and so did Mr. Trudgeon <br /> who indicated he would speak to the individuals involved. <br /> Ms. Hilden did not know what the outcome had been. She has not heard of any ramifica- <br /> tions. She did hear from Mr. Trudgeon that it is hard to enforce any open meeting law. <br /> She thought it seemed that the City Council does in fact, when there are committees, in- <br /> form the committee members of the open meeting laws. She assumed the City of Rose- <br /> ville was aware of the open meeting laws. <br /> Ms. Hilden read a request for Council action from 2003 regarding open meeting laws for <br /> Roseville. She stated with the upcoming elections, she was concerned this was an ethical <br />
