Regular City Council Meeting <br /> Monday, October 8,2018 <br /> Page 21 <br /> Mr. Miller introduced License Center Manager Pam Ryan Senden and Mike Shell <br /> from Kodet Architects. <br /> Ms. Ryan Senden reviewed the license center renovation plans with the Council. <br /> Mr. Miller noted in the packet there is reference of receiving one construction <br /> quote which came in, for just the construction at approximately $19,000. There <br /> are some additional furnishings and security technology staff needs to put in there <br /> as well. The City received two other bids today, one came in at approximately <br /> $40,000 and another one came in at approximately $50,000. The lowest bid com- <br /> pany was recommended by McGough who the City's partner in overseeing City <br /> facilities, and believe it is a reputable company and gave the City a responsible <br /> quote. The company looked at the site and did a walk-through of what the City <br /> wanted and then a few weeks later, after the drawings came out, looked at the <br /> space again and the bid only changed by about $1,000. <br /> Councilmember Laliberte asked at this point, would there be no changes on the li- <br /> cense center side. <br /> Mr. Miller stated there would not be any changes at this point. The City recog- <br /> nizes there are a lot of needs that can be addressed on the motor vehicle side, but <br /> staff thought the ability to utilize this vacant space sooner rather than later was <br /> perhaps a more urgent need because the passport and motor vehicle business are <br /> growth opportunities for the City. This will also help buy the City time as it con- <br /> tinues to adapt some of the workflows through the MNLARS upgrade that has <br /> been released with more fixes to come, as well as the Real ID changes. <br /> Councilmember Laliberte agreed it was best to work through the other issues with <br /> the State but she wanted to state that the license center area is really in need of <br /> some attention. She did not want this item to fall off Council's radar. <br /> Councilmember Willmus stated he liked this approach. He agreed that the license <br /> center side needs to have some cosmetic updates done to it as well. He would like <br /> staff to come back to discuss possible updates with the Council. <br /> Councilmember McGehee agreed with Councilmember Laliberte. She was actu- <br /> ally in favor of the original plan. When staff was going to reduce that plan, she <br /> thought staff was going to come back with something similar but a little bit toned <br /> down on the amenities, maybe a little less expensive, a little more industrial look- <br /> ing that was cheaper. She did not expect it to come back with the license center <br /> continuing to look like a dump and adding the passport center. She would like to <br /> see the Council, if this is okay, to come together with the color scheme and paint <br /> and carpet and put chairs in that can be used when staff gets around to redoing <br /> things. She believed that to spruce up the building would help and that it could be <br />
