She did not have any particular objection to <br /> the Hockey Association running it this year, but she did not think this was really <br /> the way to do it. If the City cannot manage the concessions or hire someone to do <br /> it, then the City should offer it as a fundraising opportunity to groups within the <br /> community. She stated if no one else comes forward then that is fine but if this is <br /> not even posted so people know it is an option, then it becomes unfair. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Mayor Roe stated he took Councilmember McGehee's comment to be primarily a <br /> comment. <br /> Councilmember McGehee indicated it was not a comment, it was a question for <br /> the rest of the Council. She asked if this was a fair practice, a policy that the City <br /> wants to have. She asked if the City has an item like this, running a concession, <br /> which is an opportunity for fundraising, does the City want to make it widely <br /> available to those groups in the community that serve the community and pass it <br /> around or have a way each organization can run the concession. She stated she <br /> was asking for Council discussion. <br /> Mayor Roe indicated he was not sure staff could answer that question because it is <br /> a policy question and is why he thought it was a comment coming from her. <br /> Councilmember Willmus stated in looking at Roseville Schools, during football <br /> season the concession stand will open to football organizations, and during soccer <br /> the soccer organization will run the concessions, etc. He thought it would be in- <br /> teresting to have a conversation about it. He thought the nexus here is the Rose- <br /> ville Hockey is benefiting hockey programs and things like that. He did not know <br /> if Midway Speedskating did anything like that at the Oval but there seems to be a <br /> nexus there. <br /> Councilmember McGehee did not know if in the summer some of the skate <br /> boarding groups have any organizations. She indicated she really did not know <br /> but her feeling was that it is a natural fit for hockey during the hockey season but <br /> if it is a fundraiser and some other group within the community would want to do <br /> this job, there should be some way the City offers opportunities to other groups if <br /> the groups wish to do it. <br /> Mayor Roe suggested if the Council is comfortable, for this year to go ahead with <br /> this agreement but perhaps during that time have conversations about what would <br /> be a good policy. <br />
