Regular City Council Meeting <br /> Monday, October 8, 2018 <br /> Page 6 <br /> Councilmember McGehee understood this agreement is set up for this year but <br /> she did not think the City had a policy for this and she felt the City needed a poli- <br /> cy and the policy needed to be fair. <br /> Councilmember Etten agreed that it is probably worth having that conversation. <br /> One of the things he likes about this agreement is that it dictates certain condi- <br /> tions. He knew that during the figure skating show that organization runs the <br /> concession stand and probably takes those profits. He was not sure how that is <br /> worked out in this situation, but was sure he would not be pleased to lose the four <br /> days of the figure skating show. <br /> Parks and Recreation Director Lonnie Brokke stated this has been discussed <br /> throughout the years and there have been discussions with the different communi- <br /> ty groups for their opportunity to do this. There has not been any organization <br /> that has indicated enough interest to go forward with it. Roseville Youth Hockey <br /> will work with all of the skating groups and rely a lot on the volunteers from the <br /> different skating groups to operate the concession stand. <br /> Mr. Brokke stated the different skating groups will have the opportunity to work <br /> in the concession stand to raise money for their groups. This will be coordinated <br /> by the Roseville Youth Hockey Association but there will be a number of com- <br /> munity groups involved. He stated it takes a lot of people to run concession <br /> stands and staff feels this will be a benefit to the skating center because by using <br /> volunteer the concession stand can be open more often. He stated all of the spe- <br /> cial events are worked out with the different organizations as part of this agree- <br /> ment and all share in the revenues. <br /> Mayor Roe confirmed there will be sharing of revenues throughout the organiza- <br /> tions involved and youth hockey will not be the only ones benefiting. <br /> Mr. Brokke stated there is an arrangement between the groups about how much <br /> time is put in and what the revenue splits will be. <br /> Mayor Roe stated part of the benefit to the City is that the youth hockey organiza- <br /> tion will be coordinating all of the time, so City staff will not have to make time <br /> to make sure the concession stand is staffed. <br /> Mr. Brokke stated that was correct, noting the model is always better if the City is <br /> able to find someone to do it. He stated over the years the City has sent out RFP's <br /> to try to get interest but never had any interest. By the Roseville Youth Hockey <br /> Association taking this over, it gets the families and everybody more involved in <br /> the facility and more vested. Staff thought at this point, because the Association <br /> came forward to the City to get more involved and it provides the City the reve- <br /> nues, there is less risk in terms of supplies and staffing. <br />
