Regular City Council Meeting
Monday, October 8, 2018
Page 9
City can terminate the lease. The full extent of the lease did not bother her know-
ing that this was an option for the City.
Councilmember Etten agreed with a lot of what has been discussed. He thought
the Council should have that big picture discussion. He wondered if there was
discussion with the owners about the length. He asked if the City shot for a five-
year lease on purpose or was the length of time the standard or what was the pro-
cess. He wondered if the lease could be shorter.
Public Works Director Mark Culver stated the length of time was a key compo-
nent of discussion. Three years was the minimum the owner wanted to go for a
lease. There is a significant market for this type of space, the owner knows it,
likes the City as a tenant, and the City is already there. He felt the City got some
pretty good rates for the space and if the City would not have done at least a
three-year term, the rates would not have been as good. He stated the City did
negotiate the terms of the lease.
Councilmember McGehee stated the reason she pulled this item from the Consent
Agenda was to remind the Council that this is something the City had options to
think about along the way and it has not been done. She stated she did not have a
problem with the lease and it is a unique type of space.
McGehee moved, Etten seconded, approving a Lease Agreement for storage space
at Roseville West, located at 2277 Hwy 36 West.
Council Discussion
Councilmember McGee thought it will take the Council at least two years to dis-
cuss and she did not want the Council to do it in such a way that it is a focus on
storage for the Parks and Recreation Department and Public Works Department.
The Council needs to know what everyone's requirements are throughout the
City.
Mayor Roe stated he was comfortable with the term. He also thought it will take
the City a couple of years to get through the process of working up and putting a
plan in place. The City does have a space needs study that is ongoing but he did
not know if it was finished or not looked at anymore, but thought staff needed to
bring that forward to the Council for further discussion. As to some of the other
projects and activities going on, he believed there has been discussion about how
storage can be incorporated into those things.
Roll Call
Ayes: Willmus, Laliberte, Etten, McGehee and Roe.
Nays: None.
