required before that occursand to date;no properties have reverted to the city for <br />maintenance. <br />The intent of this effort (in working with our volunteers) from the beginning was to <br />create a VolunteerStewardship Network (Network)made up of staff, a contract <br />ecologist and volunteers(see enclosed organizational chart).Volunteer leadership is <br />a big part of the Network(see enclosed outlineand constellation map).Itincludes <br />training, assistance and empowerment to volunteers tohelp maintain their parks in a <br />Natural Resources sense. <br />The Program has been very successful to this point with tremendous volunteers. <br />The ongoing volunteer projects occurring on the third Saturday of the month have <br />been aneffectivepart of this program. We will soon beenteringthenext phase of <br />thecity being responsible for the Program maintenance. It is now time to focus on <br />the Network and determine what city needs are necessary in orderto maintain the <br />parks as envisioned with the Program. <br />Staff will be prepared to review theProgram and Networkas initially outlined as well <br />ascurrentstatusand upcoming plans. <br />Requested Commission Action:Hear presentation, discuss and brainstorm ideas <br />tohelp move the Program and Stewardship Networkforward. <br />6.Park Dedication Annual RateReview <br />This item is an effort to maintain a consistent periodic review of the Park Dedication <br />rates. <br />The most recent increasefor the residential ratewaseffective January 1, 2017 when <br />the rateincreasedfrom $3,500per unitto $4,000per unit. <br />Themost recent increase for the non-residential ratewas effective January 1, 2017 <br />when the rate increasedfrom 7% of FMV to 10% of FMV. <br />Please keep in mind that the basis for Park Dedication relatesto the connectionand <br />needs ofthe Roseville Park and Recreation SystemMaster Plan and Capital <br />Improvement Program (CIP). <br />Enclosed is anupdated survey of ratesin surrounding metropolitan communities for <br />comparison purposes only. Highlighted areas indicate the changes from year to <br />year. <br />The Commission typically reviews the Park Dedication rates annually in order to stay <br />current. Given a relatively recent rate increase and the appearance of being in line <br />with other communities, it may be appropriate to consider remainingthe same in <br />2018/19. <br />Requested Action: Discuss and consider a recommendation on the Park <br />Dedication rates. <br /> <br />
