Regular City Council Meeting <br /> Monday, October 15,2018 <br /> Page 10 <br /> Councilmember Laliberte stated her understanding was the Legislature was going <br /> to consider taking a two-prong approach on that. One being, the special license <br /> for that particular address to have a combined license and then to continue to pur- <br /> sue this. The City does have the resolution that has already been passed by the <br /> Council. <br /> Mr. Trudgeon stated he could reach out to Bent Brewstillery to have them send <br /> information to the City to review and see what they are planning to propose and <br /> bring it back to the Council for discussion. <br /> Councilmember Laliberte thought that would be good and maybe an additional <br /> paragraph could be added indicating Council support. <br /> Mr. Trudgeon stated he has been learning more about the complexity of Munici- <br /> pal Hotel Licensing. Basically, there is not an ability for statutory cities such as <br /> Roseville to license hotels unless the City has a Community Health Board. Cur- <br /> rently in Ramsey County, Ramsey County covers the majority of the cities and <br /> takes over that function. This has been identified as a need because the City does <br /> have some problem properties with lots of crime and management issues. He stat- <br /> ed this is a high priority item. Chief Mathwig is working through his Chiefs As- <br /> sociation to get other organizations and Police Departments, on board with this <br /> item in order for cities to have a better ability for cities to do hotel licensing. <br /> Mr. Trudgeon stated he understands that Charter Cities have the ability under <br /> State Law to license, but Roseville does not have that ability because Roseville is <br /> not a Charter City. <br /> Mr. Trudgeon stated there is some ability that some of the work can be delegated <br /> back to the City upon mutual agreement with the County and the City, as well as <br /> approval by the State. He was just starting to explore that and determine the pos- <br /> sibilities and what it could look like. He indicated he has calls into the County to <br /> see what their interest is and to get a better understanding of what the County is <br /> exactly doing with hotels. He stated the City can continue to look at Legislation <br /> and maybe include other coalition cities because this is also a problem in other <br /> cities, as well as looking at an administrative remedy. <br /> Councilmember McGehee stated she reviewed the proposal and did not see that it <br /> gives the City much of what it is actually looking for. It seems like a lot of work <br /> and does not get the City the kind of inspection the City is looking for. She was <br /> not sure about that. She understood there were two problem hotels in Roseville <br /> and it is possible that at least one is particularly problematic. She wondered if the <br /> City wanted to look at getting rid of the hotel and replacing it with housing be- <br /> cause the City was talking about adding housing to that area. <br />
